AN ACT
RELATING TO SCHOOL SECURITY, INCLUDING BY MODIFYING PROVISIONS
RELATED TO THE ISSUANCE OF SCHOOL BONDS, THE SECURE AN
ADVANCED VISION FOR EDUCATION FUND, SCHOOL DISTRICT USE
OF PROFESSIONAL DEVELOPMENT MONEYS, AND SCHOOL SECURITY
EQUIPMENT AND INFRASTRUCTURE, REQUIRING THE DEPARTMENT OF
PUBLIC SAFETY TO CONVENE A TASK FORCE RELATED TO THE SAFETY
AND SECURITY STANDARDS OF SCHOOLS AND SCHOOL INFRASTRUCTURE,
AND INCLUDING EFFECTIVE DATE AND APPLICABILITY PROVISIONS.
10 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1 Section 1. Section 257.10, subsection 10, paragraph d, Code
2 2024, is amended to read as follows:
3 d. The use of the funds calculated under this subsection
4 and any amount designated for professional development purposes
5 from the school district’s flexibility account under section
6 298A.2, subsection 2, shall comply with the requirements of
7 chapter 284. If all professional development requirements of
8 chapter 284 are met and funds received under this subsection
9 remain unexpended and unobligated at the end of a fiscal year
10 beginning on or after July 1, 2017, the school district may
11 transfer all or a portion of such unexpended and unobligated
12 funds for deposit in the school district’s flexibility account
13 established under section 298A.2, subsection 2. At the end
14 of a fiscal year beginning on or after July 1, 2022, the
15 school district may use all or a portion of funds under this
16 subsection for the purposes authorized under subsection 9,

17 paragraph “d”. At the end of a fiscal year beginning on
18 or after July 1, 2024, the school district may use all or
19 a portion of funds under this subsection for any trainings
20 required as a condition for a school employee to carry a weapon
21 at the school during school hours.
22 Sec. 2. NEW SECTION. 279.84 Mobile panic alert systems.
23 A school district may purchase, install, and operate a
24 mobile panic alert system if all of the following requirements
25 are satisfied:
26 1. The system is capable of connecting different emergency
27 services technologies to ensure real-time coordination between
28 school employees and law enforcement agencies.
29 2. The system is capable of integrating with local public
30 safety answering point infrastructure and existing land mobile
31 radio platform technology to transmit 911 calls and mobile
32 activations.
33 Sec. 3. NEW SECTION. 279.85 School bonds —— restrictions.
34 Notwithstanding sections 298.21 and 423F.4, the board of
35 directors of a school district shall not issue negotiable,
1 interest-bearing school bonds for borrowing money for
2 purposes of constructing a new school building or site to
3 be used primarily for interscholastic athletic contests or
4 competitions, or renovating or improving a school building
5 or site that is currently used primarily for interscholastic
6 athletic contests or competitions, unless all of the attendance
7 centers of the school corporation are in compliance with the
8 provisions of the state building code, adopted on or after the
9 effective date of this Act, related to the construction of new
10 attendance centers and the renovation of existing attendance
11 centers that incorporate standards designed to increase the
12 safety of schools and school infrastructure.
13 Sec. 4. NEW SECTION. 279.86 Purchase of security equipment.
14 1. A school district shall install and maintain school
15 infrastructure, as defined in section 423F.3, subsection
16 6, paragraph “a”, subparagraph (5), so that such school
17 infrastructure performs as expected for the operational life
18 of the school infrastructure.
19 2. A school district shall not purchase school
20 infrastructure, as defined in section 423F.3, subsection 6,

21 paragraph “a”, subparagraph (5), from an organization that
22 is not included on the list established by the department
23 of homeland security and emergency management pursuant to
24 section 423F.3, subsection 6, paragraph “a”, subparagraph (5),
25 subparagraph division (a), subparagraph subdivision (vii),
26 subparagraph part (C).
27 3. If a school district purchases school infrastructure,
28 as defined in section 423F.3, subsection 6, paragraph
29 “a”, subparagraph (4), or other school safety and security
30 equipment, including radios, cameras, panic buttons, automated
31 locks, or shatter-resistant window film, the school district
32 shall install and maintain in an operable condition such school
33 infrastructure or school safety and security equipment.
34 Sec. 5. Section 423F.3, subsection 6, paragraph a, Code
35 2024, is amended by adding the following new subparagraph:
1 NEW SUBPARAGRAPH. (5) (a) Additionally, “school
2 infrastructure” includes software or other innovative
3 technology, and the cost of subscription and monitoring fees
4 associated with such software or other innovative technology,
5 that meets all of the following requirements:
6 (i) Is designed to detect and alert school district
7 employees and first responders if there is a visible,
8 unholstered firearm on property owned by the school district.
9 (ii) Is capable of integrating with local public safety
10 answering point technology.
11 (iii) Is designed to integrate with a school district’s
12 existing security camera infrastructure.
13 (iv) Was developed in the United States without the use of
14 any third-party data or open-source data.
15 (v) Was developed in the United States by an organization in
16 which a majority interest and a controlling interest is owned
17 by shareholders who are citizens of the United States.
18 (vi) Is not associated with any company that is owned or
19 controlled by the People’s Republic of China.
20 (vii) All of the video processing, data processing,
21 and data storage occurs on school district property or on
22 servers located within the United States that follow data
23 retention policies that are consistent with rules adopted by
24 the department of homeland security and emergency management.

25 The department of homeland security and emergency management
26 shall adopt rules pursuant to chapter 17A to administer this
27 subparagraph subdivision. The rules adopted by the department
28 of homeland security and emergency management shall do all of
29 the following:
30 (A) Establish security standards related to the
31 transmission and storage of video and data.
32 (B) Establish model data retention policies related to the
33 storage of video and data.
34 (C) Establish a list of organizations that satisfy the
35 standards established by the department of homeland security
1 and emergency management pursuant to this subparagraph
2 subdivision. An organization may submit a request to the
3 department of homeland security and emergency management to be
4 included on this list.
5 (viii) Was developed by an organization that is on the
6 list established by the department of homeland security and
7 emergency management pursuant to subparagraph subdivision
8 (vii), subparagraph part (C).
9 (ix) Beginning July 1, 2025, is designated by the secretary
10 of homeland security as qualified anti-terrorism technology
11 under 6 U.S.C. §441 et seq.
12 (b) For purposes of this subparagraph, “school
13 infrastructure” does not include the cost of personnel.
14 Sec. 6. REQUIRED SCHOOL SAFETY REVIEW.
15 1. If not already completed, each school district,
16 accredited nonpublic school, charter school established
17 pursuant to chapter 256E, charter school established pursuant
18 to chapter 256F, and innovation zone school established
19 pursuant to chapter 256F shall complete a comprehensive review
20 and evaluation of the school’s ability to ensure the safety
21 of students enrolled in the school and of school employees,
22 including a review and evaluation of the school’s plan for
23 responses to active shooter scenarios and natural disasters and
24 the school’s safety and security infrastructure.
25 2. On or before the first day of the school calendar
26 established pursuant to section 279.10, subsection 1, for the
27 school year beginning July 1, 2024, each school district,
28 accredited nonpublic school, charter school established

29 pursuant to chapter 256E, charter school established pursuant
30 to chapter 256F, and innovation zone school established
31 pursuant to chapter 256F shall submit the results of the
32 comprehensive review and evaluation to the department of public
33 safety’s school safety bureau, police forces of the counties in
34 which school attendance centers are located, the local district
35 office of the state patrol, and, if applicable, the police
1 forces of the cities in which school attendance centers are
2 located, if not already submitted.
3 3. This section shall not be construed to duplicate
4 any review, evaluation, report, or assessment that school
5 districts, accredited nonpublic schools, charter schools, or
6 innovation zone schools are currently required to complete.
7 4. The results of the comprehensive review and evaluation
8 completed and submitted pursuant to this section shall be
9 confidential and shall not be a public record subject to
10 disclosure under chapter 22.
11 Sec. 7. REQUIRED ACCESS TO A PUBLIC SAFETY ANSWERING
12 POINT. On or before the first day of the school calendar
13 established pursuant to section 279.10, subsection 1, for the
14 school year beginning July 1, 2025, each school district,
15 accredited nonpublic school, charter school established
16 pursuant to chapter 256E, charter school established pursuant
17 to chapter 256F, and innovation zone school established
18 pursuant to chapter 256F is required to have at least one
19 handheld or console radio, at each attendance center, that is
20 capable of accessing a public safety answering point.
21 Sec. 8. DEPARTMENT OF PUBLIC SAFETY, DEPARTMENT OF
22 EDUCATION, AND DEPARTMENT OF HOMELAND SECURITY AND EMERGENCY
23 MANAGEMENT —— SCHOOL SAFETY AND SECURITY INFRASTRUCTURE
24 STANDARDS —— TASK FORCE.
25 1. The department of public safety, in collaboration with
26 the department of education and the department of homeland
27 security and emergency management, shall convene and provide
28 administrative support to a task force that shall study
29 and make recommendations related to the safety and security
30 standards of schools and school infrastructure, including
31 safety and security standards related to doors, windows,
32 cameras, and locks.

33 2. a. The department of public safety, in collaboration
34 with the department of education and the department of homeland
35 security and emergency management, shall appoint all of the
1 following members to the task force:
2 (1) A representative of the department of public safety.
3 (2) A representative of the department of homeland security
4 and emergency management.
5 (3) A representative of the department of public safety’s
6 school safety bureau.
7 (4) A representative of the department of education.
8 (5) A superintendent of a school district located in this
9 state that has a total enrollment of greater than or equal to
10 one thousand students.
11 (6) A superintendent of a school district located in this
12 state that has a total enrollment of less than one thousand
13 students.
14 (7) One school resource officer who is employed by a school
15 district or accredited nonpublic school located in this state.
16 (8) One president or chief executive officer of an
17 accredited nonpublic school located in this state.
18 (9) Two members of the boards of directors of school
19 districts located in this state; provided, however, that such
20 members shall not be members of the boards of directors of
21 a school district that employs the superintendents appointed
22 pursuant to subparagraph (5) or (6).
23 (10) One representative of an association located in
24 this state that represents members that perform commercial,
25 industrial, and public works building projects, and
26 that provides such members with a comprehensive array of
27 educational, safety, environmental, labor, legal, professional
28 development, and legislative services.
29 (11) The state building code commissioner or a member of
30 the state building code advisory council, if designated by the
31 state building code commissioner.
32 b. The department of education may appoint not more than
33 four members to the task force, if the department of education
34 determines that the appointment of such member or members will
35 be beneficial to the study and recommendations the task force
1 is required to complete.

2 3. Any expenses incurred by a member of the task force
3 shall be the responsibility of the individual member or the
4 respective entity represented by the member.
5 4. The task force shall submit its findings and
6 recommendations to the general assembly on or before December
7 31, 2024. The findings and recommendations shall include a
8 proposal for modifications to the state building code that
9 are applicable to the construction of new attendance centers
10 and the renovation of existing attendance centers and that
11 incorporate standards designed to increase the safety of
12 schools and school infrastructure.
13 Sec. 9. DEPARTMENT OF HOMELAND SECURITY AND EMERGENCY
14 MANAGEMENT —— SCHOOL SECURITY PERSONNEL —— GRANTS FOR
15 INFRASTRUCTURE, EQUIPMENT, AND TRAINING.
16 1. a. If 2024 Iowa Acts, House File 2586, is enacted,
17 the department of homeland security and emergency management
18 shall establish a grant program to provide grants to applicant
19 school districts for the fiscal year beginning July 1, 2024,
20 and ending June 30, 2025, to allow such school districts to do
21 all of the following:
22 (1) Purchase infrastructure and equipment related to
23 employee permits to carry weapons issued under section 724.6,
24 subsection 1, paragraph “a”, subparagraph (3), if enacted in
25 2024 Iowa Acts, House File 2586.
26 (2) Facilitate the training associated with employee
27 permits to carry weapons issued under section 724.6, subsection
28 1, paragraph “a”, subparagraph (3), if enacted in 2024 Iowa
29 Acts, House File 2586.
30 (3) Provide stipends to employees who participate in the
31 training associated with employee permits to carry weapons
32 issued under section 724.6, subsection 1, paragraph “a”,
33 subparagraph (3), if enacted in 2024 Iowa Acts, House File
34 2586.
35 b. The department of homeland security and emergency
1 management shall adopt rules to implement the grant program
2 described in paragraph “a”. The rules adopted by the
3 department of homeland security and emergency management shall
4 establish an application process for school districts and
5 shall define “infrastructure”, “equipment”, and “training” for

6 purposes of the grant program.
7 c. The department of homeland security and emergency
8 management shall not award a school district with more than
9 twenty-five thousand dollars in grant funding under this
10 subsection.
11 2. If 2024 Iowa Acts, House File 2586, is enacted, there
12 is established within the state treasury a school security
13 personnel grant program fund. The fund shall be administered
14 by the department of homeland security and emergency management
15 and shall consist of moneys appropriated by the general
16 assembly and other moneys received by the department of
17 homeland security and emergency management for deposit in the
18 fund.
19 Sec. 10. Section 279.84, subsections 2 and 3, if enacted by
20 2024 Iowa Acts, House File 2586, section 1, are amended to read
21 as follows:
22 2. The board of directors of each school district with
23 a total enrollment of at least eight thousand students shall
24 employ, or retain the services of, at least one private school
25 security officer or school resource officer to guard each
26 attendance center where students enrolled in grade nine, grade
27 ten, grade eleven, or grade twelve regularly attend classes,
28 unless a majority of the members of the board of directors of
29 the school district vote to not employ or retain a private
30 school security officer or a school resource officer. A
31 private school security officer employed or retained by the
32 board of directors of a school district pursuant to this
33 subsection shall be required to participate in the annual live
34 scenario training and quarterly live firearms training provided
35 approved by the department of public safety pursuant to section
1 724.6, subsection 1, paragraph “a”, subparagraph (3).
2 3. The board of directors of each school district with
3 a total enrollment of less than eight thousand students is
4 encouraged to employ, or retain the services of, at least one
