A BILL FOR
1 An Act relating to robotics extracurricular activities,
2 including requiring the department of education to provide
3 technical assistance to school districts related to
4 chartering career and technical student organizations
5 related to robotics and authorizing high school athletic
6 organizations to sponsor interscholastic contests related to
7 robotics.
8 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 Section 1. Section 256.9, Code 2024, is amended by adding
2 the following new subsection:
3 NEW SUBSECTION. 70. Provide educational resources and
4 technical assistance to school districts related to chartering
5 career and technical student organizations that comply with
6 the Carl D. Perkins Career and Technical Education Improvement
7 Act of 2006, codified at 20 U.S.C. §2301 et seq., as amended,
8 and rules adopted by the state board, including career and
9 technical student organizations related to robotics and
10 robotics teams and competitions.
11 Sec. 2. NEW SECTION. 280.13D High school athletic
12 organizations —— robotics.
13 1. An organization that receives moneys from a school
14 district to pay dues or membership fees, or moneys from a
15 nonpublic school originating from the state to pay dues or
16 membership fees, may sponsor or administer interscholastic
17 contests or competitions related to robotics. For purposes
18 of this section, “organization” means the same as defined in
19 section 280.13.
20 2. This section shall not be construed to prohibit
21 an organization from sponsoring or administering other
22 interscholastic contests or competitions.
23 EXPLANATION
24 The inclusion of this explanation does not constitute agreement with
25 the explanation’s substance by the members of the general assembly.
26 This bill relates to robotics extracurricular activities,
27 including requiring the department of education (DE) to provide
28 technical assistance to school districts related to chartering
29 career and technical student organizations and authorizing
30 high school athletic organizations to sponsor interscholastic
31 contests related to robotics.
32 The bill requires DE to provide educational resources and
33 technical assistance to school districts related to chartering
34 career and technical student organizations that comply with
35 federal law and rules adopted by the state board, including

1 organizations related to robotics and robotics teams and
2 competitions.
3 The bill provides that high school athletic organizations
4 that receive moneys from a school district to pay dues or
5 membership fees, or moneys from a nonpublic school originating
6 from the state to pay dues or membership fees, may sponsor or
7 administer interscholastic contests or competitions related to
8 robotics.
