HOUSE RESOLUTION NO. 19

1 A Resolution honoring the nation of Taiwan.
2 WHEREAS, the state of Iowa established a
3 sister-state relationship with Taiwan in 1989, and
4 Iowa and Taiwan have enjoyed strong bilateral trade,
5 educational and cultural exchanges, and tourism; and
6 WHEREAS, on November 5, 2021, the Senate and House
7 of Representatives established the Iowa Statehouse
8 Taiwan Friendship Caucus, with bipartisan support,
9 the fourth such caucus established in midwestern
10 states; and
11 WHEREAS, Taiwan shares the same values of freedom,
12 democracy, human rights, the rule of law, peace, and
13 prosperity with the United States and Iowa; and
14 WHEREAS, the United States ranks as the second
15 largest trading partner of Taiwan, and Taiwan is among
16 the largest trading partners of the United States, and
17 exports from the United States to Taiwan reached more
18 than $43.7 billion in 2022; and
19 WHEREAS, Taiwan and Iowa have enjoyed a long and
20 mutually beneficial relationship with the prospect of
21 future growth, and Taiwan was the fourth largest export
22 market in Asia in 2022; and
23 WHEREAS, to strengthen the Taiwan-Iowa bilateral
24 economic relationship, it is essential to support Iowa
25 businesses and to enhance economic engagement with
26 Taiwan based on the federal Taiwan Relations Act; and
27 WHEREAS, as the federal Taiwan Relations Act
28 stipulates that “[w]henever the laws of the United

1 States refer or relate to foreign countries, nations,
2 states, governments, or similar entities, such terms
3 shall include and such laws shall apply with respect to
4 Taiwan”, it is legitimate for Iowa businesses to refer
5 to Taiwan as “Taiwan” in conducting their business ties
6 with Taiwan; and
7 WHEREAS, negotiations for a bilateral trade
8 agreement between Taiwan and the United States are an
9 important step toward further strengthening bilateral
10 trade between the countries, thereby increasing Iowa’s
11 exports to Taiwan and creating bilateral investment and
12 technical collaboration through tariff reduction and
13 other trade facilitation measures; and
14 WHEREAS, Taiwan has undertaken a policy of
15 “steadfast diplomacy” in international relations,
16 and Taiwan is capable of and willing to fulfill its
17 responsibilities and to collaborate with the world
18 to deal with such challenges as humanitarian aid and
19 disease control; NOW THEREFORE,
20 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, That
21 the House of Representatives reaffirms its commitment
22 to strengthening and deepening ties with Taiwan; and
23 BE IT FURTHER RESOLVED, That the House of
24 Representatives reaffirms support for the federal
25 Taiwan Relations Act and encourages Iowa businesses to
26 make reference to “Taiwan” when engaged in business
27 relations; and
28 BE IT FURTHER RESOLVED, That the House of
29 Representatives endorses the efforts of Taiwan to
30 secure the signing of a bilateral trade agreement

1 with the United States, and reiterates support for a
2 closer economic and trade partnership between Iowa and
3 Taiwan; and
4 BE IT FURTHER RESOLVED, That the House of
5 Representatives shall continue to support the
6 meaningful participation of Taiwan in international
7 organizations which impact the health, safety, and
8 well-being of the people of Taiwan, and supports
9 Taiwan’s aspiration to make more contributions
10 internationally.
