1 An Act relating to approvals necessary prior to terminating
2 operations at the Iowa veterans home.
3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 Section 1. Section 35D.3, Code 2023, is amended to read as
2 follows:
3 35D.3 Rules —— general General management —— rules and
4 operations.
5 1. The commission shall adopt all the necessary rules,
6 pursuant to chapter 17A, for the preservation of order and
7 enforcement of discipline, the promotion of health and
8 well-being of all the members and the management and control of
9 the home and its grounds.
10 2. Operations at the Iowa veterans home shall not
11 substantially terminate without first receiving a majority vote
12 of both houses of the general assembly.
13 EXPLANATION
14 The inclusion of this explanation does not constitute agreement with
15 the explanation’s substance by the members of the general assembly.
16 This bill prohibits the substantial termination of
17 operations at the Iowa veterans home without first receiving a
18 majority vote of both houses of the general assembly.
