1 An Act relating to the Iowa law enforcement academy including
2 accreditation, and establishing a law enforcement agency
3 tuition fund.
4 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 Section 1. NEW SECTION. 80B.4A Accreditation of academy.
2 1. The academy shall become certified by the commission on
3 accreditation for law enforcement agencies, inc., through the
4 public safety training academy accreditation program, and shall
5 maintain that certification.
6 2. After receiving certification, the academy shall be
7 authorized to become an accrediting body with the power to
8 certify additional regional training academies.
9 Sec. 2. NEW SECTION. 80B.20 Law enforcement agency tuition
10 fund.
11 1. A law enforcement agency tuition fund is created in the
12 state treasury under the control of the council.
13 2. The fund shall consist of all moneys appropriated to the
14 fund, and any other devise, gift, bequest, donation, federal or
15 other grant, reimbursement, or payment from any source intended
16 to be used for the purposes of the fund.
17 3. Moneys from the fund shall be used to assist law
18 enforcement agencies with the portion of tuition costs a law
19 enforcement agency is required to pay for the basic training
20 course for a law enforcement officer who is employed by the law
21 enforcement agency.
22 4. Notwithstanding section 8.33, moneys in the fund at
23 the close of the fiscal year shall not revert to the general
24 fund of the state but shall remain available for expenditure
25 for the purpose designated for subsequent fiscal years.
26 Notwithstanding section 12C.7, subsection 2, interest or
27 earnings on moneys in the fund shall be credited to the fund.
28 EXPLANATION
29 The inclusion of this explanation does not constitute agreement with
30 the explanation’s substance by the members of the general assembly.
31 This bill relates to the Iowa law enforcement academy
32 (academy) including accreditation, and establishes a law
33 enforcement agency tuition fund.
34 The bill provides that the academy shall become certified
35 by the commission on accreditation for law enforcement

1 agencies, inc., through the public safety training academy
2 accreditation program, and shall maintain that certification.
3 Upon certification, the academy is authorized to become an
4 accrediting body with the power to certify additional regional
5 training academies.
6 The bill creates a law enforcement agency tuition fund
7 in the state treasury under the control of the Iowa law
8 enforcement academy council. The fund shall consist of all
9 moneys appropriated to the fund, and any other devise, gift,
10 bequest, donation, federal or other grant, reimbursement, or
11 payment from any source intended to be used for the purposes
12 of the fund.
13 Current law requires a law enforcement agency to pay
14 one-third of the costs associated with a law enforcement
15 officer’s training at the academy. The bill provides that
16 moneys from the fund shall be used to assist law enforcement
17 agencies with the portion of tuition costs a law enforcement
18 agency is required to pay for the basic training course for a
19 law enforcement officer who is employed by the law enforcement
20 agency.
21 The bill provides that moneys in the fund at the close of the
