1 Section 1. Section 20.3, subsection 11, Code 2023, is
2 amended by adding the following new paragraph:
3 NEW PARAGRAPH. g. A peace officer employed by a regents
4 institution.
5 Sec. 2. APPLICABILITY. This Act applies to collective
6 bargaining procedures pursuant to chapter 20 initiated on or
7 after the effective date of this Act.
8 EXPLANATION
9 The inclusion of this explanation does not constitute agreement with
10 the explanation’s substance by the members of the general assembly.
11 This bill designates peace officers employed by regents
12 institutions as public safety employees for the purposes of
13 collective bargaining pursuant to Code chapter 20, the public
14 employment relations Act. Code chapter 20 and Code chapter
15 400 include collective bargaining procedures specifically
16 applicable to public safety employees that are not applicable
17 to other public employees, including procedures relating to
18 the scope of collective bargaining negotiations, arbitration
19 procedures, and certain matters relating to city civil service
20 employment.
21 The bill applies to collective bargaining procedures
22 pursuant to Code chapter 20 initiated on or after the effective
23 date of the bill.
