2 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 Section 1. Section 481A.38, subsection 1, paragraph b, Code
2 2023, is amended to read as follows:
3 b. The commission shall adopt a rule permitting a
4 crossbow to be used only by individuals with disabilities
5 who are physically incapable of using a bow and arrow under
6 the conditions in which a bow and arrow is permitted. The
7 commission shall prepare an application to be used by an
8 individual requesting the status. The application shall
9 require the individual’s physician or physical therapist
10 licensed under chapter 148A to sign a statement declaring that
11 the individual is not physically able to use a bow and arrow.
12 EXPLANATION
13 The inclusion of this explanation does not constitute agreement with
14 the explanation’s substance by the members of the general assembly.
15 This bill relates to persons eligible to hunt with a
16 crossbow. Current law requires the natural resource commission
17 to adopt a rule permitting a crossbow to be used only by
18 individuals with disabilities who are physically incapable of
19 using a bow and arrow under the conditions in which a bow and
20 arrow is permitted. A person must submit an application signed
21 by the person’s physician declaring that the individual is not
22 physically able to use a bow and arrow. The bill allows the
23 person’s physical therapist licensed under Code chapter 148A to
24 sign the declaration on the application.
