1 An Act relating to special deer hunting licenses available to
2 nonresident family members.
3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 Section 1. Section 483A.8, Code 2023, is amended by adding
2 the following new subsection:
3 NEW SUBSECTION. 10. a. As used in this subsection:
4 (1) “Family member” means a person who is a parent,
5 stepparent, child, stepchild, sibling, stepsibling,
6 grandparent, grandchild, or spouse.
7 (2) “Resident” means a person who has applied for and
8 received deer hunting licenses under section 483A.24,
9 subsection 2, paragraph “c”.
10 b. Notwithstanding subsection 3, a nonresident who is a
11 family member of a resident may purchase a special nonresident
12 family member deer hunting license for a fee that is one-half
13 the fee for a nonresident deer hunting license established by
14 rule pursuant to section 483A.1. A nonresident may only use a
15 nonresident family member deer hunting license while hunting
16 with a resident who is a family member of the nonresident
17 on the property for which the resident received deer hunting
18 licenses under section 483A.24, subsection 2, paragraph “c”. A
19 person using a nonresident family member deer hunting license
20 is entitled to the same privileges as a person using a resident
21 deer hunting license and the nonresident family member deer
22 hunting license shall not be subject to quotas or requirements
23 imposed on nonresidents, except that a person issued a license
24 under this subsection is required to purchase an annual
25 nonresident hunting license.
26 EXPLANATION
27 The inclusion of this explanation does not constitute agreement with
28 the explanation’s substance by the members of the general assembly.
29 This bill creates a special deer hunting license available
30 to certain nonresident family members.
31 In order to hunt deer under current law, a nonresident who
32 does not own land in Iowa may apply for an antlered or any sex
33 deer hunting license that is subject to a specified zone and an
34 annual quota. A nonresident who is unsuccessful in acquiring
35 an antlered or any sex deer hunting license receives preference

1 to purchase an antlerless deer only deer hunting license.
2 The bill allows a nonresident who is a family member of a
3 resident to purchase a nonresident family member deer hunting
4 license for a fee that is one-half the fee of a nonresident
5 deer hunting license established by the natural resource
6 commission by rule. A nonresident may only use a nonresident
7 family member hunting license while hunting with a resident
8 who is a family member of the nonresident on the property for
9 which the resident received deer hunting licenses under Code
10 section 483A.24(2)(c). A person using a nonresident family
11 member deer hunting license is entitled to the same privileges
12 as a person using a resident deer hunting license and the
13 nonresident family member deer hunting license is not subject
14 to requirements or quotas imposed on nonresidents. However,
15 the nonresident family member is required to purchase an annual
16 nonresident hunting license. For purposes of the bill, “family
17 member” means a person who is a parent, stepparent, child,
18 stepchild, sibling, stepsibling, grandparent, grandchild, or
19 spouse and “resident” means a person who has applied for and
20 received deer hunting licenses under Code section 483.24(2)(c).
