A BILL FOR
1 An Act establishing the comprehensive transition and
2 postsecondary program scholarship program.
3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 Section 1. NEW SECTION. 261.133 Comprehensive transition
2 and postsecondary program scholarship program.
3 1. If moneys are appropriated by the general assembly
4 for a fiscal year for the purpose provided in this section,
5 the college student aid commission shall, in coordination
6 with the division of vocational rehabilitation services
7 of the department of education, develop and administer a
8 scholarship program to provide scholarships to individuals
9 with intellectual, developmental, or learning disabilities who
10 are at least eighteen years of age and who are enrolled in
11 a comprehensive transition and postsecondary program in this
12 state that has been approved by the United States department
13 of education, to help offset the cost associated with the
14 comprehensive transition and postsecondary program’s tuition
15 and fees.
16 2. The amount awarded to an individual under this section
17 shall not exceed five thousand dollars.
18 3. The college student aid commission and the division
19 of vocational rehabilitation services of the department
20 of education shall coordinate to establish the evaluation
21 criteria to be used in evaluating applications for scholarships
22 submitted under this section. Priority shall be given to
23 applicants who are residents of Iowa.
24 4. The college student aid commission and the division
25 of vocational rehabilitation services of the department of
26 education shall jointly adopt rules pursuant to chapter 17A to
27 administer this section.
28 5. A comprehensive transition and postsecondary program
29 scholarship program fund is established in the state treasury.
30 The fund shall be administered by the college student aid
31 commission, in coordination with the division of vocational
32 rehabilitation services of the department of education, and
33 shall consist of moneys appropriated by the general assembly
34 and any other moneys received by the college student aid
35 commission or the division of vocational rehabilitation

1 services of the department of education for deposit in the
2 fund. The moneys in the fund are appropriated to the college
3 student aid commission and to the division of vocational
4 rehabilitation services of the department of education
5 for the comprehensive transition and postsecondary program
6 scholarship program. Notwithstanding section 8.33, moneys in
7 the fund at the close of the fiscal year shall not revert to
8 the general fund of the state but shall remain available for
9 expenditure for the comprehensive transition and postsecondary
10 program scholarship program for subsequent fiscal years.
11 Notwithstanding section 12C.7, subsection 2, interest or
12 earnings on moneys in the fund shall be credited to the fund.
