1 An Act relating to requirements for professional licensure,
2 including licenses issued by the board of educational
3 examiners to applicants from other states or countries.
4 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 Section 1. Section 272.8, subsection 1, Code 2023, is
2 amended to read as follows:
3 1. a. The board may issue a license to an applicant from
4 another state or country if the applicant files evidence of the
5 possession of the required or equivalent requirements with the
6 board, including any of the following:
7 (1) A full license from another state or country, which
8 shall not include a temporary license or an emergency license.
9 (2) Verification from an institution located in another
10 state that the applicant has completed all program and
11 licensure requirements with the exception of any assessments
12 required by the state.
13 (3) Transcripts indicating the applicant completed an
14 educator preparation program located in another country.
15 b. If the applicant is the spouse of a military person who
16 is on duty or in active state duty as defined in section 29A.1,
17 subsections 10 and 12, the board shall assign a consultant to
18 be the single point of contact for the applicant regarding
19 nontraditional licensure.
20 Sec. 2. Section 272C.12, subsection 1, unnumbered paragraph
21 1, Code 2023, is amended to read as follows:
22 Notwithstanding any other provision of law, an occupational
23 or professional license, certificate, or registration,
24 including a license, certificate, or registration issued by
25 the board of educational examiners, shall be issued without
26 an examination to a person who has established residency in
27 this state or is married to an active duty member of the
28 military forces of the United States and is accompanying the
29 member on an official permanent change of station to a military
30 installation located in this state if all of the following
31 conditions are met:
32 Sec. 3. Section 272C.12, subsection 1, paragraph b, Code
33 2023, is amended by striking the paragraph.

1 the explanation’s substance by the members of the general assembly.
2 This bill relates to requirements for professional
3 licensure, including licenses issued by the board of
4 educational examiners (BOEE) to applicants from other states
5 or countries.
6 Current law authorizes the BOEE to issue a license to an
7 applicant from another state or country if the applicant files
8 evidence of the possession of the required or equivalent
9 requirements with the BOEE. The bill provides that such
10 required or equivalent requirements shall include a full
11 license from another state or country, verification from an
12 institution located in another state that the applicant has
13 completed all program and licensure requirements except for
14 state-required assessments, and transcripts indicating the
15 applicant completed an educator preparation program located in
16 another country.
17 Current Code section 272C.12 requires that an occupational
18 or professional license, certificate, or registration shall
19 be issued without an examination to a person if the person
20 satisfies certain specified conditions. One of these
21 conditions, for licenses issued pursuant to Code chapter 103
22 (electricians and electrical contractors) or 105 (plumbers,
23 mechanical professionals, and contractors), is that the person
24 has established residency in this state or is married to an
25 active duty member of the military forces of the United States
26 and is accompanying the member on an official permanent change
27 of station to a military installation located in this state.
28 The bill extends this requirement to all licenses and makes a
29 conforming change.
