A BILL FOR
1 An Act relating to robotics curriculum and extracurricular
2 activities, including requiring the department of education
3 to provide technical assistance to school districts related
4 to chartering career and technical student organizations
5 related to robotics, modifying the career and technical
6 education curriculum provided to students enrolled in grades
7 nine through twelve in school districts and charter schools
8 to include robotics, and authorizing high school athletic
9 organizations to sponsor interscholastic contests related to
10 robotics.
11 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 Section 1. Section 256.9, Code 2023, is amended by adding
2 the following new subsection:
3 NEW SUBSECTION. 66. Provide educational resources and
4 technical assistance to school districts related to chartering
5 career and technical student organizations that comply with
6 the Carl D. Perkins Career and Technical Education Improvement
7 Act of 2006, codified at 20 U.S.C. §2301 et seq., as amended,
8 and rules adopted by the state board, including career and
9 technical student organizations related to robotics and
10 robotics teams and competitions.
11 Sec. 2. Section 256.11, subsection 5, paragraph h,
12 subparagraph (1), subparagraph division (c), Code 2023, is
13 amended to read as follows:
14 (c) Applied sciences, technology, engineering, and
15 manufacturing, including transportation, distribution,
16 logistics, architecture, and construction, and robotics.
17 Sec. 3. NEW SECTION. 280.13D High school athletic
18 organizations —— robotics.
19 1. An organization that receives moneys from a school
20 district to pay dues or membership fees, or moneys from a
21 nonpublic school originating from the state to pay dues or
22 membership fees, may sponsor or administer interscholastic
23 contests or competitions related to robotics. For purposes
24 of this section, “organization” means the same as defined in
25 section 280.13.
26 2. This section shall not be construed to prohibit
27 an organization from sponsoring or administering other
28 interscholastic contests or competitions.
29 EXPLANATION
30 The inclusion of this explanation does not constitute agreement with
31 the explanation’s substance by the members of the general assembly.
32 This bill relates to robotics curriculum and extracurricular
33 activities, including requiring the department of education

2 curriculum provided to students enrolled in grades 9 through 12
3 in school districts and charter schools to include robotics,
4 and authorizing high school athletic organizations to sponsor
5 interscholastic contests related to robotics.
6 The bill requires DE to provide educational resources and
7 technical assistance to school districts related to chartering
8 career and technical student organizations that comply with
9 federal law and rules adopted by the state board, including
10 organizations related to robotics and robotics teams and
11 competitions.
12 The bill modifies the career and technical education
13 service areas curriculum provided to students enrolled in
14 grades 9 through 12 in school districts and charter schools to
15 provide that robotics may be taught in the applied sciences,
16 technology, engineering, and manufacturing area.
17 The bill provides that high school athletic organizations
18 that receive moneys from a school district to pay dues or
19 membership fees, or moneys from a nonpublic school originating
20 from the state to pay dues or membership fees, may sponsor or
21 administer interscholastic contests or competitions related to
22 robotics.
