1 An Act establishing a temporary initial teaching license to be
2 issued by the board of educational examiners to applicants
3 who complete alternative teacher certification programs.

1 Section 1. NEW SECTION. 272.17 Temporary initial license
2 for applicants who complete an alternative teacher certification
3 program.
4 1. The board shall grant a temporary initial teaching
5 license to an applicant who meets all of the following
6 requirements:
7 a. The applicant holds a bachelor’s degree from an
8 accredited college or university.
9 b. The applicant has successfully completed an alternative
10 teacher certification program that includes all of the
11 following:
12 (1) The required content training in the area in which the
13 applicant seeks to be licensed.
14 (2) Pedagogy training, including an examination, that
15 teaches effective instructional delivery, classroom management
16 and organization, assessment, instructional design, and
17 professional learning and leadership.
18 2. An institution of higher education under the control of
19 the state board of regents or an accredited private institution
20 as defined in section 261.9 may provide an alternative teacher
21 certification program and the requirements described in
22 subsection 3 shall not apply to such a program.
23 3. To be considered an alternative teacher certification
24 program for purposes of this section, an alternative teacher
25 certification program that is not provided by an institution
26 of higher education under the control of the state board of
27 regents, or an accredited private institution as defined in
28 section 261.9, shall meet all of the following requirements:
29 a. The alternative teacher certification program must
30 operate in at least five states.
31 b. The alternative teacher certification program must have
32 been in operation for at least five years.
33 4. An individual who successfully completes an alternative
34 teacher certification program and who is granted a temporary
35 initial teaching license by the board under this section is

1 authorized to teach the subjects and grade levels that the
2 individual successfully completed during the alternative
3 teacher certification program.
4 5. The board shall treat an individual who successfully
5 completes an alternative teacher certification program and who
6 is granted a temporary initial teaching license by the board
7 under this section in the same manner as an individual who
8 completes a traditional teacher preparation program and who
9 receives an initial teaching license, including during the
10 process of converting the temporary initial teaching license
11 to a standard teaching license.
12 Sec. 2. Section 272.28, Code 2023, is amended to read as
13 follows:
14 272.28 Licensure beyond a temporary initial license or an
15 initial license.
16 1. Requirements for teacher licensure beyond a temporary
17 initial license or an initial license shall include successful
18 completion of a beginning teacher mentoring and induction
19 program approved by the state board of education pursuant to
20 section 284.5; or two years of successful teaching experience
21 in a school district with an approved career paths, leadership
22 roles, and compensation framework or approved comparable system
23 as provided in section 284.15; or evidence of not less than
24 three years of successful teaching experience at any of the
25 following:
26 a. An accredited nonpublic school in this state.
27 b. A preschool program approved by the United States
28 department of health and human services.
29 c. Preschool programs at school districts approved to
30 participate in the preschool program under chapter 256C.
31 d. Shared visions programs receiving grants from the child
32 development coordinating council under section 256A.3.
33 e. Preschool programs receiving moneys from the school
34 ready children grants account of the early childhood Iowa fund
35 created in section 256I.11.

1 2. A teacher from an accredited nonpublic school or another
2 state or country is exempt from the requirement of subsection 1
3 if the teacher can document three years of successful teaching
4 experience and meet or exceed the requirements contained in
5 rules adopted under this chapter for endorsement and licensure.
6 EXPLANATION
7 The inclusion of this explanation does not constitute agreement with
8 the explanation’s substance by the members of the general assembly.
9 This bill establishes a temporary initial teaching license
10 to be issued by the board of educational examiners (BOEE) to
11 applicants who complete alternative teacher certification
12 programs.
13 The bill requires the BOEE to grant a temporary initial
14 teaching license to an applicant who holds a bachelor’s degree
15 from an accredited college or university and has successfully
16 completed an alternative teacher certification program that
17 includes the required content training in the area in which
18 the applicant seeks to be licensed and pedagogy training that
19 satisfies certain specified requirements.
20 The bill authorizes institutions under the control of the
21 state board of regents and accredited private institutions to
22 provide alternative teacher certification programs. The bill
23 also authorizes other persons to provide alternative teacher
24 certification programs if those programs operate in at least
25 five states and have been in operation for at least five years.
26 The bill provides that an individual who successfully
27 completes an alternative teacher certification program and is
28 granted a temporary initial teaching license by the BOEE is
29 authorized to teach the subjects and grade levels that the
30 individual completed during the program.
31 The bill requires the BOEE to treat an individual who
32 successfully completes an alternative teacher certification
33 program and who is granted a temporary initial teaching license
34 by the BOEE in the same manner as an individual who completes
35 a traditional teacher preparation program and who receives an

1 initial teaching license.
2 Code section 272.28 establishes requirements for teacher
3 licensure beyond an initial license. Pursuant to current
4 Code section 272.28, the requirements for teacher licensure
5 beyond an initial license include successful completion of a
6 beginning teacher mentoring and induction program; two years
7 of successful teaching experience in a school district with
8 an approved career paths, leadership roles, and compensation
9 framework; or evidence of not less than three years of
10 successful teaching experience with certain specified programs.
11 The bill modifies Code section 272.28 to impose these same
12 requirements on individuals attempting to obtain teacher
13 licensure beyond a temporary initial teaching license.
