1 An Act establishing the comprehensive transition and
2 postsecondary program scholarship program.
3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 Section 1. NEW SECTION. 261.133 Comprehensive transition
2 and postsecondary program scholarship program.
3 1. If moneys are appropriated by the general assembly for
4 a fiscal year for the purpose provided in this section, the
5 college student aid commission shall develop and administer
6 a scholarship program to provide scholarships to individuals
7 with intellectual, developmental, or learning disabilities who
8 are at least eighteen years of age and who are enrolled in
9 a comprehensive transition and postsecondary program in this
10 state that has been approved by the United States department
11 of education, to help offset the cost associated with the
12 comprehensive transition and postsecondary program’s tuition
13 and fees.
14 2. The college student aid commission shall establish the
15 evaluation criteria to be used in evaluating applications for
16 scholarships submitted under this section. Priority shall be
17 given to applicants who are residents of Iowa.
18 3. The college student aid commission shall adopt rules
19 pursuant to chapter 17A to administer this section.
20 4. A comprehensive transition and postsecondary program
21 scholarship program fund is established in the state treasury.
22 The fund shall be administered by the college student aid
23 commission and shall consist of moneys appropriated by the
24 general assembly and any other moneys received by the college
25 student aid commission for deposit in the fund. The moneys in
26 the fund are appropriated to the college student aid commission
27 for the comprehensive transition and postsecondary program
28 scholarship program. Notwithstanding section 8.33, moneys in
29 the fund at the close of the fiscal year shall not revert to
30 the general fund of the state but shall remain available for
31 expenditure for the comprehensive transition and postsecondary
32 program scholarship program for subsequent fiscal years.
33 Notwithstanding section 12C.7, subsection 2, interest or
34 earnings on moneys in the fund shall be credited to the fund.

1 The inclusion of this explanation does not constitute agreement with

3 This bill establishes the comprehensive transition and
4 postsecondary program scholarship program.
5 The bill requires the college student aid commission
6 (commission) to develop and administer a scholarship program
7 to provide scholarships to individuals with intellectual,
8 developmental, or learning disabilities who are at least 18
9 years of age and who are enrolled in a comprehensive transition
10 and postsecondary program in this state that has been approved
11 by the United States department of education, to help offset
12 the cost associated with the comprehensive transition and
13 postsecondary program’s tuition and fees, if moneys are
14 appropriated by the general assembly for a fiscal year for this
15 purpose.
16 The bill requires the commission to establish the criteria
17 to be used when evaluating applications for scholarships
18 submitted under the comprehensive transition and postsecondary
19 program scholarship program. The bill also requires the
20 commission to give priority to applicants who are residents of
21 Iowa.
22 The bill requires the commission to adopt rules to
