1 An Act relating to parental access to live video feeds of
2 public school district classrooms and providing penalties.
3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 Section 1. NEW SECTION. 279.76 Parental monitoring of
2 classroom activities —— live video feeds.
3 1. a. A school district shall have a camera in each
4 classroom not designated for special education or physical
5 education. The cameras shall be connected to the internet and
6 provide the ability for a parent or guardian of a child in a
7 classroom to obtain access to view the live footage of the
8 camera connected to the child’s classroom.
9 b. Expenses related to the installation and maintenance of
10 classroom cameras and related services and hardware necessary
11 to maintain live footage of classrooms shall be paid from
12 school foundation aid received by the school district under
13 section 257.16.
14 2. A school district shall restrict the access to view live
15 footage of cameras in its classrooms so that only a parent
16 or guardian of a child in the classroom may view the footage
17 during hours in which students are in normal attendance.
18 3. a. An employee of a school district who intentionally
19 obstructs, disconnects, or otherwise causes a camera or online
20 site not to function in a way that complies with subsection 1
21 shall be guilty of noncompliance.
22 b. A first offense of noncompliance is punishable by a
23 written reprimand.
24 c. A second offense of noncompliance is punishable by a fine
25 equivalent to one percent of the employee’s weekly salary.
26 d. A third or subsequent offense of noncompliance is
27 punishable by a fine equivalent to five percent of the
28 employee’s weekly salary.
29 4. A superintendent of a school district who fails to
30 cause an employee of a school district to comply with the
31 requirements of subsection 1 shall be subject to a fine
32 equivalent to five percent of the superintendent’s weekly
33 salary each time an employee of the superintendent’s school
34 district is fined pursuant to subsection 3, paragraph “d”.

3 This bill relates to parental access to live video feeds of
4 public school district classrooms and provides for penalties.
5 The bill requires each public school district to install
6 cameras in every classroom not designated for special education
7 or physical education so that parents and guardians of children
8 may view live footage of their children’s classrooms.
9 The bill provides that expenses related to the installation
10 and maintenance of classroom cameras and related services and
11 hardware necessary to maintain live footage of classrooms shall
12 be paid from school foundation aid.
13 The bill requires a school district to restrict the access

15 only a parent or guardian of a child in the classroom may

18 The bill provides that an employee of a school district

27 The bill provides that a superintendent of a school district
28 who fails to cause an employee of a school district to comply
29 with the requirements for classroom cameras shall be subject to
30 a fine equivalent to 5 percent of the superintendent’s weekly
31 salary each time an employee of the superintendent’s school
32 district is guilty of noncompliance for a third or subsequent
33 time.
