1 An Act establishing a commission within the economic
2 development authority for the purpose of creating
3 sister-state relationships in Africa.
4 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 Section 1. NEW SECTION. 15.121 Commission to create
2 sister-state relationships in Africa.
3 1. The commission to create sister-state relationships in
4 Africa is established within the authority for the purpose
5 of establishing economic and cultural relationships with
6 governmental entities or regions in Africa to enable the
7 creation of sister-state relationships.
8 2. Members of the commission must include community leaders
9 from throughout the state as appointed by the director.
10 3. The authority shall provide the commission with staff and
11 administrative support.
12 4. The commission shall submit an annual report by March
13 31 to the general assembly, and to the chairperson and the
14 vice-chairperson of the international relations committee, that
15 provides all of the following information:
16 a. The name of each commission member, and the city and
17 county in which each commission member resides.
18 b. A brief description of each economic relationship that
19 has been developed with a governmental entity or region in
20 Africa.
21 c. A brief description of each cultural relationship that
22 has been developed with a governmental entity or region in
23 Africa.
24 d. A brief description of the commission’s goals for the
25 next calendar year.
26 e. The commission’s recommendations for furthering the
27 goal of the commission to create sister-state relationships in
28 Africa.
29 EXPLANATION
30 The inclusion of this explanation does not constitute agreement with
31 the explanation’s substance by the members of the general assembly.
32 This bill establishes the commission to create sister-state
33 relationships in Africa (commission) within the economic
34 development authority (authority) for the purpose of
35 establishing economic and cultural relationships with

1 governmental entities or regions in Africa to enable the
2 creation of sister-state relationships. Members of the
3 commission must include community leaders from throughout
4 the state as appointed by the director of the authority.
5 The authority must provide the commission with staff and
6 administrative support.
7 The commission must submit an annual report to the general
8 assembly, and to the chairperson and the vice-chairperson
9 of the international relations committee, that provides the
10 information as detailed in the bill.
