1 An Act relating to the funding of, the operation of, and
2 appropriation of moneys to the college student aid
3 commission, the department for the blind, the department of
4 education, school districts, and the state board of regents,
5 providing for properly related matters, and including
6 effective date and retroactive applicability provisions.

1 DIVISION I
2 FY 2021-2022 APPROPRIATIONS
3 DEPARTMENT FOR THE BLIND
4 Section 1. ADMINISTRATION. There is appropriated from
5 the general fund of the state to the department for the blind
6 for the fiscal year beginning July 1, 2021, and ending June
7 30, 2022, the following amounts, or so much thereof as is
8 necessary, to be used for the purposes designated:
9 For salaries, support, maintenance, and miscellaneous
10 purposes, and for not more than the following full-time
11 equivalent positions:

14 COLLEGE STUDENT AID COMMISSION
15 Sec. 2. There is appropriated from the general fund of the
16 state to the college student aid commission for the fiscal year
17 beginning July 1, 2021, and ending June 30, 2022, the following
18 amounts, or so much thereof as is necessary, to be used for the
19 purposes designated:
20 1. ADMINISTRATION
21 a. For general administration salaries, support,
22 maintenance, and miscellaneous purposes, and for not more than
23 the following full-time equivalent positions:

11 appropriated by the general assembly to the college student aid
12 commission for purposes of the all Iowa opportunity scholarship
13 program exceed $500,000, “eligible institution” as defined in
14 section 261.87 shall, during the fiscal year beginning July 1,
15 2021, include accredited private institutions as defined in
16 section 261.9.
17 5. TEACH IOWA SCHOLAR PROGRAM
18 For purposes of the teach Iowa scholar program established
19 pursuant to section 261.110:

1 last-dollar scholarship fund established pursuant to section
2 261.131:

4 Sec. 3. CHIROPRACTIC LOAN FUNDS. Notwithstanding section
5 261.72, the moneys deposited in the chiropractic loan revolving
6 fund created pursuant to section 261.72, for the fiscal year
7 beginning July 1, 2021, and ending June 30, 2022, may be used
8 for purposes of the chiropractic loan forgiveness program
9 established in section 261.73.
10 Sec. 4. WORK-STUDY APPROPRIATION. Notwithstanding section
11 261.85, for the fiscal year beginning July 1, 2021, and ending
12 June 30, 2022, the amount appropriated from the general fund
13 of the state to the college student aid commission for the
14 work-study program under section 261.85 shall be zero.
15 Sec. 5. TRANSFERS TO FUTURE READY IOWA SKILLED WORKFORCE
16 LAST-DOLLAR SCHOLARSHIP FUND.
17 1. Notwithstanding section 261.132, subsection 5, there is
18 transferred from the future ready Iowa skilled workforce grant
19 fund created pursuant to section 261.132, subsection 5, to the
20 future ready Iowa skilled workforce last-dollar scholarship
21 fund created pursuant to section 261.131, subsection 5, any
22 moneys remaining unencumbered and unobligated on the effective
23 date of this Act.
24 2. From the moneys appropriated from the Iowa skilled worker
25 and job creation fund, created in section 8.75, to the college
26 student aid commission for the fiscal year beginning July 1,
27 2020, and ending June 30, 2021, for purposes of providing
28 skilled workforce shortage tuition grants, in accordance with
29 section 261.130, pursuant to 2020 Iowa Acts, chapter 1019,
30 section 7, $400,000 is transferred to the future ready Iowa
31 skilled workforce last-dollar scholarship fund created pursuant
32 to section 261.131.
33 DEPARTMENT OF EDUCATION
34 Sec. 6. There is appropriated from the general fund of
35 the state to the department of education for the fiscal year

1 beginning July 1, 2021, and ending June 30, 2022, the following
2 amounts, or so much thereof as is necessary, to be used for the
3 purposes designated:
4 1. GENERAL ADMINISTRATION
5 a. For salaries, support, maintenance, and miscellaneous
6 purposes, and for not more than the following full-time
7 equivalent positions:

11 a written report to the general assembly detailing the
12 department’s antibullying programming and current and projected
13 expenditures for such programming for the fiscal year beginning

16 For salaries, support, maintenance, and miscellaneous

27 For purposes of optimizing the job placement of individuals
28 with disabilities, the division shall make its best efforts

32 January 15, 2022, the division shall submit a written report to
33 the general assembly regarding the division’s outreach efforts
34 with community rehabilitation program providers.

4 8. EARLY CHILDHOOD IOWA FUND —— GENERAL AID
5 For deposit in the school ready children grants account of
6 the early childhood Iowa fund created in section 256I.11:

8 a. From the moneys deposited in the school ready children
9 grants account for the fiscal year beginning July 1, 2021, and
10 ending June 30, 2022, not more than $265,950 is allocated for
11 the early childhood Iowa office and other technical assistance
12 activities. Moneys allocated under this lettered paragraph
13 may be used by the early childhood Iowa state board for the
14 purpose of skills development and support for ongoing training
15 of staff. However, except as otherwise provided in this
16 subsection, moneys shall not be used for additional staff or
17 for the reimbursement of staff.
18 b. Of the amount appropriated in this subsection for
19 deposit in the school ready children grants account of the
20 early childhood Iowa fund, $2,318,018 shall be used for efforts
21 to improve the quality of early care, health, and education
22 programs. Moneys allocated pursuant to this paragraph may be
23 used for additional staff and for the reimbursement of staff.
24 The early childhood Iowa state board may reserve a portion
25 of the allocation, not to exceed $88,650, for the technical
26 assistance expenses of the early childhood Iowa state office,
27 including the reimbursement of staff, and shall distribute
28 the remainder to early childhood Iowa areas for local quality
29 improvement efforts through a methodology identified by the
30 early childhood Iowa state board to make the most productive
31 use of the funding, which may include use of the distribution
32 formula, grants, or other means.
33 c. Of the amount appropriated in this subsection for
34 deposit in the school ready children grants account of
35 the early childhood Iowa fund, $825,030 shall be used for

1 support of professional development and training activities
2 for persons working in early care, health, and education by
3 the early childhood Iowa state board in collaboration with
4 the professional development component groups maintained by
5 the early childhood Iowa stakeholders alliance pursuant to
6 section 256I.12, subsection 7, paragraph “b”, and the early
7 childhood Iowa area boards. Expenditures shall be limited to
8 professional development and training activities agreed upon by
9 the parties participating in the collaboration as approved by
10 the early childhood Iowa state board.
11 9. BIRTH TO AGE THREE SERVICES
12 a. For expansion of the federal Individuals with
13 Disabilities Education Improvement Act of 2004, Pub. L. No.
14 108-446, as amended to January 1, 2018, birth through age three
15 services due to increased numbers of children qualifying for
16 those services:
17 .................................................. $ 1,721,400
18 b. From the moneys appropriated in this subsection,
19 $383,769 shall be allocated to the child health specialty
20 clinics administered by the state university of Iowa in order
21 to provide additional support for infants and toddlers who are
22 born prematurely, drug-exposed, or medically fragile.
23 10. EARLY HEAD START PROJECTS
24 a. For early head start projects:
25 .................................................. $ 574,500
26 b. The moneys appropriated in this subsection shall be
27 used for implementation and expansion of early head start
28 pilot projects addressing the comprehensive cognitive, social,
29 emotional, and developmental needs of children from birth to
30 age three, including prenatal support for qualified families.
31 The projects shall promote healthy prenatal outcomes and
32 healthy family functioning, and strengthen the development of
33 infants and toddlers in low-income families. Priority shall be
34 given to those organizations that have previously qualified for
35 and received state funding to administer an early head start

2 11. TEXTBOOKS OF NONPUBLIC SCHOOL PUPILS
3 a. To provide moneys for costs of providing textbooks
4 to each resident pupil who attends a nonpublic school as
5 authorized by section 301.1:

7 b. Funding under this subsection is limited to $30 per
8 pupil and shall not exceed the comparable services offered to
9 resident public school pupils.
10 12. STUDENT ACHIEVEMENT AND TEACHER QUALITY PROGRAM
11 For purposes of the student achievement and teacher quality
12 program established pursuant to chapter 284, and for not more
13 than the following full-time equivalent positions:

17 For distribution to the Iowa testing program by the
