AN ACT
RELATING TO AND MAKING APPROPRIATIONS TO STATE DEPARTMENTS AND
AGENCIES FROM THE REBUILD IOWA INFRASTRUCTURE FUND, THE
TECHNOLOGY REINVESTMENT FUND, THE SPORTS WAGERING RECEIPTS
FUND, AND THE AUTISM SUPPORT FUND, PROVIDING FOR RELATED
MATTERS, AND INCLUDING EFFECTIVE DATE PROVISIONS.
7 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1 DIVISION I
2 REBUILD IOWA INFRASTRUCTURE FUND
3 Section 1. REBUILD IOWA INFRASTRUCTURE FUND ——
4 APPROPRIATIONS. There is appropriated from the rebuild Iowa
5 infrastructure fund to the following departments and agencies
6 for the following fiscal years, the following amounts, or so
7 much thereof as is necessary, to be used for the purposes
8 designated:
9 1. DEPARTMENT OF ADMINISTRATIVE SERVICES
10 For security cameras on the state capitol complex,
11 notwithstanding section 8.57, subsection 5, paragraph “c”:
12 FY 2021-2022:

14 2. DEPARTMENT OF AGRICULTURE AND LAND STEWARDSHIP
15 a. For deposit in the water quality initiative fund created
16 in section 466B.45 for purposes of supporting the water quality
17 initiative administered by the division of soil conservation
18 and water quality as provided in section 466B.42, including
19 salaries, support, maintenance, and miscellaneous purposes,

20 notwithstanding section 8.57, subsection 5, paragraph “c”:
21 FY 2021-2022:
22 .................................................. $ 5,200,000
23 b. (1) The moneys appropriated in this subsection shall
24 be used to support demonstration projects in subwatersheds as
25 designated by the department that are part of high-priority
26 watersheds identified by the water resources coordinating
27 council.
28 (2) The moneys appropriated in this subsection shall be
29 used to support demonstration projects in watersheds generally,
30 including regional watersheds, as designated by the division
31 and high-priority watersheds identified by the water resources
32 coordinating council.
33 c. In supporting projects in watersheds and subwatersheds
34 as provided in paragraph “b”, all of the following shall apply:
35 (1) The demonstration projects shall utilize water quality
1 practices as described in the latest revision of the document
2 entitled “Iowa Nutrient Reduction Strategy” initially presented
3 in November 2012 by the department of agriculture and land
4 stewardship, the department of natural resources, and Iowa
5 state university of science and technology.
6 (2) The division shall implement demonstration projects as
7 provided in subparagraph (1) by providing for participation by
8 persons who hold a legal interest in agricultural land used in
9 farming. To every extent practical, the division shall provide
10 for collaborative participation by such persons who hold a
11 legal interest in agricultural land located within the same
12 subwatershed.
13 (3) The division shall implement demonstration projects on
14 a cost-share basis as determined by the division. Except for
15 edge-of-field practices, the state’s share of the amount shall
16 not exceed 50 percent of the estimated cost of establishing the
17 practice as determined by the division or 50 percent of the
18 actual cost of establishing the practice, whichever is less.
19 (4) The demonstration projects shall be used to educate
20 other persons about the feasibility and value of establishing
21 similar water quality practices. The division shall promote
22 field day events for purposes of allowing interested persons to
23 establish water quality practices on their agricultural land.

24 (5) The division shall conduct water quality evaluations
25 within supported subwatersheds. Within a reasonable period
26 after accumulating information from such evaluations, the
27 division shall create an aggregated database of water quality
28 practices. Any information identifying a person holding a
29 legal interest in agricultural land or specific agricultural
30 land shall be a confidential record.
31 d. The moneys appropriated in this subsection shall be used
32 to support education and outreach in a manner that encourages
33 persons who hold a legal interest in agricultural land used for
34 farming to implement water quality practices, including the
35 establishment of such practices in watersheds generally, and
1 not limited to subwatersheds or high-priority watersheds.
2 e. The moneys appropriated in this subsection may be used
3 to contract with persons to coordinate the implementation of
4 efforts provided in this subsection.
5 f. The moneys appropriated in this subsection may be used
6 by the department to support urban soil and water conservation
7 efforts, which may include but are not limited to management
8 practices related to bioretention, landscaping, the use of
9 permeable or pervious pavement, and soil quality restoration.
10 The moneys shall be allocated on a cost-share basis as provided
11 in chapter 161A.
12 g. Notwithstanding any other provision of law to the
13 contrary, the department may use moneys appropriated in this
14 subsection to carry out the provisions of this subsection on a
15 cost-share basis in combination with other moneys available to
16 the department from a state or federal source.
17 h. Not more than 10 percent of the moneys appropriated in
18 this subsection may be used for costs of administration and
19 implementation of the water quality initiative administered by
20 the soil conservation division.
21 3. DEPARTMENT FOR THE BLIND
22 For building repairs for the building located at 524 Fourth

10 agreement entered into by the treasurer of state for building
11 the statewide interoperable communications system pursuant to
12 section 29C.23, subsection 2, notwithstanding section 8.57,
13 subsection 5, paragraph “c”:

6 Sec. 2. REVERSION. For purposes of section 8.33, unless
7 specifically provided otherwise, unencumbered or unobligated
8 moneys from an appropriation made in this division of this Act
9 shall not revert but shall remain available for expenditure for
10 the purposes designated until the close of the fiscal year that
11 ends two years after the end of the fiscal year for which the
12 appropriation is made. However, if the project or projects for

13 which such appropriation was made are completed in an earlier
14 fiscal year, unencumbered or unobligated moneys shall revert at
15 the close of that same fiscal year.

18 Sec. 3. TECHNOLOGY REINVESTMENT FUND. There is
19 appropriated from the technology reinvestment fund created in
20 section 8.57C to the following departments and agencies for the
21 fiscal year beginning July 1, 2021, and ending June 30, 2022,
22 the following amounts, or so much thereof as is necessary, to
