A BILL FOR
1 An Act making appropriations to the department of cultural
2 affairs, the economic development authority, the Iowa
3 finance authority, the public employment relations board,
4 the department of workforce development, and the state board
5 of regents and certain regents institutions, and providing
6 for properly related matters.

1 DIVISION I
2 FY 2021-2022
3 APPROPRIATIONS
4 Section 1. DEPARTMENT OF CULTURAL AFFAIRS.
5 1. There is appropriated from the general fund of the state
6 to the department of cultural affairs for the fiscal year
7 beginning July 1, 2021, and ending June 30, 2022, the following
8 amounts, or so much thereof as is necessary, to be used for the
9 purposes designated:
10 a. ADMINISTRATION
11 For salaries, support, maintenance, and miscellaneous
12 purposes, and for not more than the following full-time
13 equivalent positions for the department:

16 The department of cultural affairs shall coordinate
17 activities with the tourism office of the economic development
18 authority to promote attendance at the state historical
19 building and at the state’s historic sites.
20 Full-time equivalent positions authorized under this
21 paragraph are funded, in full or in part, using moneys
22 appropriated under this paragraph and paragraphs “c” through
23 “g”.
24 b. COMMUNITY CULTURAL GRANTS
25 For planning and programming for the community cultural
26 grants program established under section 303.3:

2 Of the moneys appropriated in this paragraph, the department
3 shall allocate $300,000 for purposes of the film office.
4 f. IOWA GREAT PLACES
5 For the Iowa great places program established under section
6 303.3C:
7 .................................................. $ 150,000
8 g. CULTURAL TRUST GRANTS
9 For grant programs administered by the Iowa arts
10 council including those programs supporting the long-term
11 financial stability and sustainability of nonprofit cultural
12 organizations:
13 .................................................. $ 150,000
14 2. Notwithstanding section 8.33, moneys appropriated in
15 this section that remain unencumbered or unobligated at the
16 close of the fiscal year shall not revert but shall remain
17 available for expenditure for the purposes designated until the
18 close of the succeeding fiscal year.
19 Sec. 2. GOALS AND ACCOUNTABILITY —— ECONOMIC DEVELOPMENT.
20 1. For the fiscal year beginning July 1, 2021, the goals
21 for the economic development authority shall be to expand and
22 stimulate the state economy, increase the wealth of Iowans, and
23 increase the population of the state.
24 2. To achieve the goals in subsection 1, the economic
25 development authority shall do all of the following for the
26 fiscal year beginning July 1, 2021:
27 a. Concentrate its efforts on programs and activities that
28 result in commercially viable products and services.
29 b. Adopt practices and services consistent with free
30 market, private sector philosophies.
31 c. Ensure economic growth and development throughout the
32 state.
33 d. Work with businesses and communities to continually
34 improve the economic development climate along with the
35 economic well-being and quality of life for Iowans.

1 e. Coordinate with other state agencies to ensure that they
2 are attentive to the needs of an entrepreneurial culture.
3 f. Establish a strong and aggressive marketing image to
4 showcase Iowa’s workforce, existing industry, and potential.
5 A priority shall be placed on recruiting new businesses,
6 business expansion, and retaining existing Iowa businesses.
7 Emphasis shall be placed on entrepreneurial development through
8 helping entrepreneurs secure capital, and developing networks
9 and a business climate conducive to entrepreneurs and small
10 businesses.
11 g. Encourage the development of communities and quality of
12 life to foster economic growth.
13 h. Prepare communities for future growth and development
14 through development, expansion, and modernization of
15 infrastructure.
16 i. Develop public-private partnerships with Iowa businesses
17 in the tourism industry, Iowa tour groups, Iowa tourism
18 organizations, and political subdivisions in this state to
19 assist in the development of advertising efforts.
20 j. Develop, to the fullest extent possible, cooperative
21 efforts for advertising with contributions from other sources.
22 Sec. 3. ECONOMIC DEVELOPMENT AUTHORITY.
23 1. APPROPRIATION
24 a. There is appropriated from the general fund of the state
25 to the economic development authority for the fiscal year
26 beginning July 1, 2021, and ending June 30, 2022, the following
27 amount, or so much thereof as is necessary, to be used for the
28 purposes designated in this subsection, and for not more than
29 the following full-time equivalent positions:

32 b. (1) For salaries, support, miscellaneous purposes,
33 programs, marketing, and the maintenance of an administration
34 division, a business development division, a community
35 development division, a small business development division,

1 and other divisions the authority may organize.
2 (2) The full-time equivalent positions authorized under
3 this section are funded, in whole or in part, by the moneys
4 appropriated under this subsection or by other moneys received
5 by the authority, including certain federal moneys.
6 (3) For business development operations and programs,
7 international trade, export assistance, workforce recruitment,
8 and the partner state program.
9 (4) For transfer to a fund created pursuant to section
10 15.313 for purposes of financing strategic infrastructure
11 projects.
12 (5) For community economic development programs, tourism
13 operations, community assistance, plans for Iowa green corps
14 and summer youth programs, the main street and rural main
15 street programs, the school-to-career program, the community
16 development block grant, and housing and shelter-related
17 programs.
18 (6) For achieving the goals and accountability, and
19 fulfilling the requirements and duties required under this Act.
20 c. Notwithstanding section 8.33, moneys appropriated in
21 this subsection that remain unencumbered or unobligated at the
22 close of the fiscal year shall not revert but shall remain
23 available for expenditure for the purposes designated in this
24 subsection until the close of the succeeding fiscal year.
25 2. FINANCIAL ASSISTANCE RESTRICTIONS
26 a. A business creating jobs through moneys appropriated in
27 subsection 1 shall be subject to contract provisions requiring
28 new and retained jobs to be filled by individuals who are
29 citizens of the United States who reside within the United
30 States, or any person authorized to work in the United States
31 pursuant to federal law, including legal resident aliens
32 residing in the United States.
33 b. Any vendor who receives moneys appropriated in
34 subsection 1 shall adhere to such contract provisions and
35 provide periodic assurances as the state shall require that the

1 jobs are filled solely by citizens of the United States who
2 reside within the United States, or any person authorized to
3 work in the United States, pursuant to federal law, including
4 legal resident aliens residing in the United States.
5 c. A business that receives financial assistance from
6 the authority from moneys appropriated in subsection 1 shall
7 only employ individuals legally authorized to work in this
8 state. In addition to all other applicable penalties provided
9 by current law, all or a portion of the assistance received
10 by a business which is found to knowingly employ individuals
11 not legally authorized to work in this state is subject to
12 recapture by the authority.
13 3. USES OF APPROPRIATIONS
14 a. From the moneys appropriated in subsection 1, the
15 authority may provide financial assistance in the form of a
16 grant to a community economic development entity for conducting
17 a local workforce recruitment effort designed to recruit former
18 citizens of the state and former students at colleges and
19 universities in the state to meet the needs of local employers.
20 b. From the moneys appropriated in subsection 1, the
21 authority may provide financial assistance to early stage
22 industry companies being established by women entrepreneurs.
23 c. From the moneys appropriated in subsection 1, the
24 authority may provide financial assistance in the form of
25 grants, loans, or forgivable loans for advanced research and
26 commercialization projects involving value-added agriculture,
27 advanced technology, or biotechnology.
28 d. The authority shall not use any moneys appropriated in
29 subsection 1 for purposes of providing financial assistance for
30 the Iowa green streets pilot project or for any other program
31 or project that involves the installation of geothermal systems
32 for melting snow and ice from streets or sidewalks.
33 4. WORLD FOOD PRIZE
34 In lieu of the standing appropriation in section 15.368,
35 there is appropriated from the general fund of the state to the

1 economic development authority for the fiscal year beginning
2 July 1, 2021, and ending June 30, 2022, the following amount
3 for the world food prize:

5 5. IOWA COMMISSION ON VOLUNTEER SERVICE
6 a. There is appropriated from the general fund of the state
7 to the economic development authority for the fiscal year
8 beginning July 1, 2021, and ending June 30, 2022, the following
9 amount for allocation to the Iowa commission on volunteer
10 service for purposes of the Iowa state commission grant
11 program, the Iowa’s promise and Iowa mentoring partnership
12 programs, and for not more than the following full-time
13 equivalent positions:

16 Of the moneys appropriated in this subsection, the
17 authority shall allocate $75,000 for purposes of the Iowa state
18 commission grant program and $93,201 for purposes of the Iowa’s
19 promise and Iowa mentoring partnership programs.
20 b. Notwithstanding section 8.33, moneys appropriated in
21 this subsection that remain unencumbered or unobligated at the
22 close of the fiscal year shall not revert but shall remain
23 available for expenditure for the purposes designated until the
24 close of the succeeding fiscal year.
25 6. COUNCILS OF GOVERNMENTS —— ASSISTANCE
26 There is appropriated from the general fund of the state
27 to the economic development authority for the fiscal year
28 beginning July 1, 2021, and ending June 30, 2022, the following
29 amount to be used for the purposes of providing financial
30 assistance to Iowa’s councils of governments:

32 7. FUTURE READY IOWA REGISTERED APPRENTICESHIP DEVELOPMENT
33 PROGRAM
34 a. There is appropriated from the general fund of the state
35 to the economic development authority for the fiscal year

1 beginning July 1, 2021, and ending June 30, 2022, the following
2 amount to be used for the funding of the future ready Iowa
3 registered apprenticeship development program under chapter
4 15C, to encourage small to midsize businesses to start or grow
5 registered apprenticeships:

7 b. Notwithstanding section 8.33, moneys appropriated in
8 this section that remain unencumbered or unobligated at the
9 close of the fiscal year shall not revert but shall remain
10 available for expenditure for the purposes designated until the
11 close of the succeeding fiscal year.
12 8. SCIENCE, TECHNOLOGY, ENGINEERING, AND MATHEMATICS
13 INTERNSHIPS
14 a. There is appropriated from the Iowa skilled worker and
15 job creation fund created in section 8.75 to the Iowa economic
16 development authority for the fiscal year beginning July 1,
17 2021, and ending June 30, 2022, the following amount, or so
18 much thereof as is necessary, to be used for the purposes
19 designated:
20 For the funding of internships for students studying in the
21 fields of science, technology, engineering, and mathematics
22 with eligible Iowa employers as provided in section 15.411,
23 subsection 3, paragraph “c”:

25 b. No more than 3 percent of the moneys appropriated in this
26 subsection may be used by the authority for costs associated
27 with administration of the internship program.
28 c. Notwithstanding section 8.33, moneys appropriated in
29 this subsection which remain unencumbered or unobligated at
30 the end of the fiscal year shall not revert but shall remain
31 available for expenditure for the purposes designated in
32 subsequent fiscal years.
33 9. FUTURE READY IOWA —— VOLUNTEER MENTORING PROGRAM
34 a. There is appropriated from the Iowa skilled worker and
35 job creation fund created in section 8.75 to the economic

1 development authority for the fiscal year beginning July 1,
2 2021, and ending June 30, 2022, the following amount, or so
3 much thereof as is necessary, to be used for the purpose
4 designated:
5 For allocation to the Iowa commission on volunteer services
6 to be used for establishing a volunteer mentor program to
7 support implementation of the future ready Iowa skilled
8 workforce last-dollar scholarship program in section 261.131
9 and the future ready Iowa skilled workforce grant program
10 created in section 261.132, and for not more than the following
11 full-time equivalent positions:

14 b. Notwithstanding section 8.33, moneys appropriated in
15 this subsection which remain unencumbered or unobligated at
16 the end of the fiscal year shall not revert but shall remain

19 10. STEM BEST AND EMPOWER RURAL IOWA
20 a. There is appropriated from the Iowa skilled worker and
21 job creation fund created in section 8.75 to the economic
22 development authority for the fiscal year beginning July 1,
23 2021, and ending June 30, 2022, the following amounts, or so
24 much thereof as is necessary, for the purposes designated:
25 STEM Best:

27 Empower Rural Iowa Program:

29 b. Notwithstanding section 8.33, moneys appropriated in
30 this subsection which remain unencumbered or unobligated at
31 the end of the fiscal year shall
