Description
House File 852 expands the Medical Residency Training Program (the Program) established in
Iowa Code section 135.176 to include medical residency liability costs as an applicable use for
grant funds subject to the provision that the residency sponsor provide matching funds dollar-
for-dollar. The strike after amendment adopted by the House does not specifically limit liability
costs to insurance premiums. The Bill excludes residency programs affiliated with patients or
inmates of State institutions under the jurisdiction of the Department of Human Services or the
Iowa Department of Corrections, or employees of the Department of Veterans Affairs. The Bill
also states that this expansion of the Program shall begin July 1, 2021, and end June 30, 2026.
Background
With the exception of FY 2018, wherein it was temporarily suspended, the Medical Residency
Training Program has received an appropriation for $2.0 million each year since its inception in
FY 2014. The cost of the program is limited by the amount appropriated each year.
Fiscal Impact
House File 852 does not create a fiscal impact on the State as the Program’s appropriated
funding amount is not modified by HF 852.
