1 An Act relating to barbering apprenticeship programs.
2 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 Section 1. Section 158.2, subsection 3, Code 2021, is
2 amended to read as follows:
3 3. Students enrolled in licensed barber schools or schools
4 of cosmetology arts and sciences, or students enrolled in a
5 barbering apprenticeship training program registered by the
6 office of apprenticeship of the United States department of
7 labor, who are practicing under the instruction or immediate
8 supervision of an instructor.
9 Sec. 2. Section 158.3, subsection 3, Code 2021, is amended
10 to read as follows:
11 3. a. Notwithstanding the provisions of subsection 1, any
12 person who completes the application form prescribed by the
13 board and who completes a barbering apprenticeship training
14 program registered by the office of apprenticeship of the
15 United States department of labor while committed to the
16 custody of the director of the Iowa department of corrections
17 shall be allowed to take the examination for a license to
18 practice barbering.
19 b. Notwithstanding the provisions of subsection 1, any other
20 person who completes the application form prescribed by the
21 board and who completes a barbering apprenticeship training
22 program offered by a barbershop in this state shall be allowed
23 to take the examination for a license to practice barbering.
24 Sec. 3. NEW SECTION. 158.9A Barbershops —— apprenticeship
25 training programs.
26 1. A barbershop may create a barbering apprenticeship
27 training program registered by the office of apprenticeship of
28 the United States department of labor. A person supervising
29 apprentices shall be a barber licensed pursuant to this chapter
30 with at least three years of experience practicing barbering.
31 2. A barbershop shall provide the name of each apprentice
32 participating in an apprenticeship training program to the
33 board and any other information required by the board. The
34 board may charge a fee of no more than twenty dollars per
35 apprentice to a barbershop.

1 3. The board shall adopt rules for the implementation of
2 this section.
3 EXPLANATION
4 The inclusion of this explanation does not constitute agreement with
5 the explanation’s substance by the members of the general assembly.
6 This bill allows barbershops to provide barbering
7 apprenticeship training programs registered by the office of
8 apprenticeship of the United States department of labor. The
9 bill provides that a person supervising apprentices shall be a
10 licensed barber with at least three years of experience. The
11 bill requires a barbershop to report to the board of barbering
12 the name of each person enrolled in an apprenticeship training
13 program, as well as such other information as the board may
14 require, and allows the board to charge a barbershop a fee of
15 no more than $20 per apprentice. A person who completes an
16 apprenticeship training program offered by a barbershop in this
17 state shall be allowed to take the examination for a license
18 to practice barbering.
