1 An Act relating to licensing sanctions for certain governmental
2 debts by restricting use of social security numbers.

1 Section 1. Section 272D.3, subsection 3, Code 2021, is
2 amended to read as follows:
3 3. A statement that if, within twenty days of mailing of
4 the notice to the person, the person fails to contact the unit
5 to schedule a conference, the unit shall issue a certificate
6 of noncompliance, bearing the person’s name, social security
7 number, and unit account number, and the last four digits
8 of the person’s social security number, to any appropriate
9 licensing authority, certifying that the obligor has an
10 outstanding liability placed with the unit.
11 Sec. 2. Section 272D.7, subsection 2, Code 2021, is amended
12 to read as follows:
13 2. The certificate of noncompliance shall contain the
14 person’s name and the last four digits of the person’s social
15 security number.
16 Sec. 3. Section 272D.8, subsection 1, Code 2021, is amended
17 to read as follows:
18 1. A licensing authority shall maintain records of
19 licensees by name, current known address, and the final four
20 digits of each licensee’s social security number. The records
21 shall be made available to the unit in an electronic format in
22 order for the unit to match the names of the persons with any
23 liability placed with the unit for collection.
24 EXPLANATION
25 The inclusion of this explanation does not constitute agreement with
26 the explanation’s substance by the members of the general assembly.
27 This bill concerns Code chapter 272D relating to certain
28 professional licensing sanctions for licensees with a debt or
29 liability placed with the department of revenue for collection.
30 Code section 272D.8 is amended to strike the requirement
31 that records of licensees maintained by a licensing authority
32 include the licensees’ full social security number and requires
33 such records to include the final four digits of the licensees’
34 social security number. The Code section requires that the
35 records be made available to the department of revenue for

1 purposes of the Code chapter.
2 Code section 272D.3, relating to notices to persons of
3 potential sanctions, and Code section 272D.7, relating to
4 certificate of noncompliance, are amended to provide that the
5 notices and certificates provided by the department of revenue
6 shall contain the final four digits of a licensee’s social
7 security number.
