HOUSE RESOLUTION NO. 9
BY ISENHART
1 A Resolution recognizing Joseph R. Biden as the
2 legitimately elected President of the United States.
3 WHEREAS, the United States of America is a
4 constitutional federal republic founded on democratic
5 principles respected worldwide by nations aspiring to
6 our ideals; and
7 WHEREAS, state-organized plebiscites concluding on
8 November 3, 2020, were held, in part, to elect the
9 President of the United States, and they were conducted
10 in an open, free, and fair manner; and
11 WHEREAS, after several counts, recounts, and legal
12 challenges in multiple states and the United States
13 Supreme Court, the results confirm that a majority of
14 voters in states representing a majority of electors
15 voted for Joseph R. Biden to become President of the
16 United States; and
17 WHEREAS, on December 14, 2020, the Electoral College
18 of the United States affirmed Joseph R. Biden as the
19 President-elect of the United States; and
20 WHEREAS, on January 7, 2021, Congress certified
21 Joseph R. Biden as the President-elect of the United
22 States; and
23 WHEREAS, in response to the turmoil within
24 our country since the election concluded, and in
25 condemnation of the January 6, 2021, assault on our
26 nation’s Capitol, the State of Iowa must uphold our
27 commitment to the peaceful transfer of power that is
28 the hallmark of a strong and unified democracy; NOW

1 THEREFORE,
2 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, That
3 the House of Representatives recognizes Joseph R. Biden
4 is the duly elected President of the United States
5 of America, and acknowledges that the Presidential
6 election of November 3, 2020, was conducted fairly
7 according to the rule of law in each of the states and
8 the United States.
