1 An Act making appropriations to the department of cultural
2 affairs, the economic development authority, the Iowa
3 finance authority, the public employment relations board,
4 the department of workforce development, and the state board
5 of regents and certain regents institutions, and providing
6 for properly related matters.

1 DIVISION I
2 FY 2021–2022
3 Section 1. DEPARTMENT OF CULTURAL AFFAIRS. There is
4 appropriated from the general fund of the state to the
5 department of cultural affairs for the fiscal year beginning
6 July 1, 2021, and ending June 30, 2022, the following amounts,
7 or so much thereof as is necessary, to be used for the purposes
8 designated:
9 1. ADMINISTRATION
10 For salaries, support, maintenance, and miscellaneous
11 purposes:
12 .................................................. $ 168,637
13 The department of cultural affairs shall coordinate
14 activities with the tourism office of the economic development
15 authority to promote attendance at the state historical
16 building and at the state’s historic sites.
17 2. COMMUNITY CULTURAL GRANTS
18 For planning and programming for the community cultural
19 grants program established under section 303.3:

21 3. HISTORICAL DIVISION
22 For the support of the historical division:
23 .................................................. $ 3,142,351
24 4. HISTORIC SITES
25 For the administration and support of historic sites:

30 Of the moneys appropriated in this paragraph, the department
31 shall allocate $300,000 for purposes of the film office.
32 6. IOWA GREAT PLACES
33 For the Iowa great places program established under section
34 303.3C:

1 7. CULTURAL TRUST GRANTS
2 For grant programs administered by the Iowa arts
3 council including those programs supporting the long-term
4 financial stability and sustainability of nonprofit cultural
5 organizations:
6 .................................................. $ 150,000
7 Sec. 2. GOALS AND ACCOUNTABILITY —— ECONOMIC DEVELOPMENT.
8 1. For the fiscal year beginning July 1, 2021, the goals
9 for the economic development authority shall be to expand and
10 stimulate the state economy, increase the wealth of Iowans, and
11 increase the population of the state.
12 2. To achieve the goals in subsection 1, the economic
13 development authority shall do all of the following for the
14 fiscal year beginning July 1, 2021:
15 a. Concentrate its efforts on programs and activities that
16 result in commercially viable products and services.
17 b. Adopt practices and services consistent with free
18 market, private sector philosophies.
19 c. Ensure economic growth and development throughout the
20 state.
21 d. Work with businesses and communities to continually
22 improve the economic development climate along with the
23 economic well-being and quality of life for Iowans.
24 e. Coordinate with other state agencies to ensure that they
25 are attentive to the needs of an entrepreneurial culture.
26 f. Establish a strong and aggressive marketing image to
27 showcase Iowa’s workforce, existing industry, and potential.
28 A priority shall be placed on recruiting new businesses,
29 business expansion, and retaining existing Iowa businesses.
30 Emphasis shall be placed on entrepreneurial development through
31 helping entrepreneurs secure capital, and developing networks
32 and a business climate conducive to entrepreneurs and small
33 businesses.
34 g. Encourage the development of communities and quality of
35 life to foster economic growth.

1 h. Prepare communities for future growth and development
2 through development, expansion, and modernization of
3 infrastructure.
4 i. Develop public-private partnerships with Iowa businesses
5 in the tourism industry, Iowa tour groups, Iowa tourism
6 organizations, and political subdivisions in this state to
7 assist in the development of advertising efforts.
8 j. Develop, to the fullest extent possible, cooperative
9 efforts for advertising with contributions from other sources.
10 Sec. 3. ECONOMIC DEVELOPMENT AUTHORITY.
11 1. APPROPRIATION
12 a. There is appropriated from the general fund of the state
13 to the economic development authority for the fiscal year
14 beginning July 1, 2021, and ending June 30, 2022, the following
15 amount, or so much thereof as is necessary, to be used for the
16 purposes designated in this subsection:
17 .................................................. $ 13,318,553
18 b. (1) For salaries, support, miscellaneous purposes,
19 programs, marketing, and the maintenance of an administration
20 division, a business development division, a community
21 development division, a small business development division,
22 and other divisions the authority may organize.
23 (2) For business development operations and programs,
24 international trade, export assistance, workforce recruitment,
25 and the partner state program.
26 (3) For transfer to a fund created pursuant to section
27 15.313 for purposes of financing strategic infrastructure
28 projects.
29 (4) For community economic development programs, tourism
30 operations, community assistance, plans for Iowa green corps
31 and summer youth programs, the mainstreet and rural mainstreet
32 programs, the school-to-career program, the community
33 development block grant, and housing and shelter-related
34 programs.
35 (5) For achieving the goals and accountability, and

1 fulfilling the requirements and duties required under this
2 division of this Act.
3 c. Notwithstanding section 8.33, moneys appropriated in
4 this subsection that remain unencumbered or unobligated at the
5 close of the fiscal year shall not revert but shall remain
6 available for expenditure for the purposes designated in this
7 subsection until the close of the succeeding fiscal year.
8 2. FINANCIAL ASSISTANCE RESTRICTIONS
9 a. A business creating jobs through moneys appropriated in
10 subsection 1 shall be subject to contract provisions requiring
11 new and retained jobs to be filled by individuals who are
12 citizens of the United States who reside within the United
13 States, or any person authorized to work in the United States
14 pursuant to federal law, including legal resident aliens
15 residing in the United States.
16 b. Any vendor who receives moneys appropriated in
17 subsection 1 shall adhere to such contract provisions and
18 provide periodic assurances as the state shall require that the
19 jobs are filled solely by citizens of the United States who
20 reside within the United States, or any person authorized to
21 work in the United States pursuant to federal law, including
22 legal resident aliens residing in the United States.
23 c. A business that receives financial assistance from
24 the authority from moneys appropriated in subsection 1 shall
25 only employ individuals legally authorized to work in this
26 state. In addition to all other applicable penalties provided
27 by current law, all or a portion of the assistance received
28 by a business which is found to knowingly employ individuals
29 not legally authorized to work in this state is subject to
30 recapture by the authority.
31 3. USES OF APPROPRIATIONS
32 a. From the moneys appropriated in subsection 1, the
33 authority may provide financial assistance in the form of a
34 grant to a community economic development entity for conducting
35 a local workforce recruitment effort designed to recruit former

1 citizens of the state and former students at colleges and
2 universities in the state to meet the needs of local employers.
3 b. From the moneys appropriated in subsection 1, the
4 authority may provide financial assistance to early stage
5 industry companies being established by women entrepreneurs.
6 c. From the moneys appropriated in subsection 1, the
7 authority may provide financial assistance in the form of
8 grants, loans, or forgivable loans for advanced research and
9 commercialization projects involving value-added agriculture,
10 advanced technology, or biotechnology.
11 d. The authority shall not use any moneys appropriated in
12 subsection 1 for purposes of providing financial assistance for
13 the Iowa green streets pilot project or for any other program
14 or project that involves the installation of geothermal systems
15 for melting snow and ice from streets or sidewalks.
16 4. WORLD FOOD PRIZE
17 In lieu of the standing appropriation in section 15.368,
18 there is appropriated from the general fund of the state to the
19 economic development authority for the fiscal year beginning
20 July 1, 2021, and ending June 30, 2022, the following amount
21 for the world food prize:

23 5. IOWA COMMISSION ON VOLUNTEER SERVICE
24 There is appropriated from the general fund of the state
25 to the economic development authority for the fiscal year
26 beginning July 1, 2021, and ending June 30, 2022, the following
27 amount for allocation to the Iowa commission on volunteer
28 service for purposes of the Iowa state commission grant
29 program, and the Iowa’s promise and Iowa mentoring partnership
30 programs:
31 .................................................. $ 168,201
32 Of the moneys appropriated in this subsection, the
33 authority shall allocate $75,000 for purposes of the Iowa state
34 commission grant program and $93,201 for purposes of the Iowa’s
35 promise and Iowa mentoring partnership programs.

1 Notwithstanding section 8.33, moneys appropriated in this
2 subsection that remain unencumbered or unobligated at the close
3 of the fiscal year shall not revert but shall remain available
4 for expenditure for the purposes designated until the close of
5 the succeeding fiscal year.
6 6. COUNCILS OF GOVERNMENTS —— ASSISTANCE
7 There is appropriated from the general fund of the state
8 to the economic development authority for the fiscal year
9 beginning July 1, 2021, and ending June 30, 2022, the following
10 amount to be used for the purposes of providing financial
11 assistance to Iowa’s councils of governments:

13 7. FUTURE READY IOWA REGISTERED APPRENTICESHIP DEVELOPMENT
14 PROGRAM
15 a. There is appropriated from the general fund of the state
16 to the economic development authority for the fiscal year
17 beginning July 1, 2021, and ending June 30, 2022, the following
18 amount to be used for the funding of the future ready Iowa
19 registered apprenticeship development program under chapter
20 15C, to encourage small to midsize businesses to start or grow
21 registered apprenticeships:

23 b. Notwithstanding section 8.33, moneys appropriated in
24 this subsection that remain unencumbered or unobligated at the
25 close of the fiscal year shall not revert but shall remain
26 available for expenditure for the purposes designated until the
27 close of the succeeding fiscal year.
28 8. SCIENCE, TECHNOLOGY, ENGINEERING, AND MATHEMATICS
29 INTERNSHIPS
30 a. There is appropriated from the Iowa skilled worker and
31 job creation fund created in section 8.75 to the Iowa economic
32 development authority for the fiscal year beginning July 1,
33 2021, and ending June 30, 2022, the following amount, or so
34 much thereof as is necessary, for the purposes designated:
35 For the funding of internships for students studying in the

1 fields of science, technology, engineering, and mathematics
2 with eligible Iowa employers as provided in section 15.411,
3 subsection 3, paragraph “c”:

5 b. No more than 3 percent of the moneys appropriated in this
6 subsection may be used by the authority for costs associated
7 with administration of the internship program.
8 c. Notwithstanding section 8.33, moneys appropriated in
9 this subsection which remain unencumbered or unobligated at
10 the end of the fiscal year shall not revert but shall remain
11 available for expenditure for the purposes designated in
12 subsequent fiscal years.
13 9. FUTURE READY IOWA —— VOLUNTEER MENTORING PROGRAM
14 a. There is appropriated from the Iowa skilled worker and
15 job creation fund created in section 8.75 to the economic
16 development authority for the fiscal year beginning July 1,
17 2021, and ending June 30, 2022, the following amount, or so
18 much thereof as is necessary, for the purpose designated:
19 For allocation to the Iowa commission on volunteer services
20 to be used for further development of a volunteer mentor
21 program to support implementation of the future ready Iowa
22 skilled workforce last-dollar scholarship program in section
23 261.131 and the future ready Iowa skilled workforce grant
24 program created in section 261.132:
25 .................................................. $ 400,000
26 b. Notwithstanding section 8.33, moneys appropriated in
27 this subsection which remain unencumbered or unobligated at
28 the end of the fiscal year shall not revert but shall remain
29 available for expenditure for the purposes designated until the
30 close of the succeeding fiscal year.
31 10. STEM BEST AND EMPOWER RURAL IOWA
32 a. There is appropriated from the Iowa skilled worker and
33 job creation fund created in section 8.75 to the economic
34 development authority for the fiscal year beginning July 1,
35 2021, and ending June 30, 2022, the following amounts, or so

1 much thereof as is necessary, for the purposes designated:
2 STEM Best:

4 Empower Rural Iowa Program:

6 b. Notwithstanding section 8.33, moneys appropriated in
7 this subsection which remain unencumbered or unobligated at
8 the end of the fiscal year shall not revert but shall remain
9 available for expenditure for the purposes designated until the
10 close of the succeeding fiscal year.
11 c. The authority shall adopt rules pursuant to chapter
12 17A to establish criteria for the distribution of the moneys
13 appropriated in this subsection.
14 Sec. 4. LIMITATIONS OF STANDING APPROPRIATIONS —— FY
15 2021-2022. Notwithstanding the standing appropriations
16 in the following designated sections for the fiscal year
17 beginning July 1, 2021, and ending June 30, 2022, the amounts
18 appropriated from the general fund of the state pursuant to
19 these sections for the following purposes shall not exceed the
20 following amounts:
21 1. For operational support grants and community cultural
22 grants under section 99F.11, subsection 3, paragraph “d”,
23 subparagraph (1):
24 .................................................. $ 448,403
25 2. For the purposes of regional tourism marketing under
26 section 99F.11, subsection 3, paragraph “d”, subparagraph (2):
27 .................................................. $ 900,000
28 Sec. 5. FINANCIAL ASSISTANCE REPORTING —— ECONOMIC
29 DEVELOPMENT AUTHORITY. The economic development authority and
30 the department of revenue shall submit a joint annual report
