1 An Act providing for voluntary contributions to public safety
2 agencies during vehicle registration renewal.

1 Section 1. NEW SECTION. 321.44B Voluntary contribution ——
2 public safety agencies.
3 1. For each application for vehicle registration renewal,
4 the county treasurer or the department shall request through
5 use of a written form, and if the application is made in
6 person, through verbal communication, that an applicant make a
7 voluntary contribution of one dollar or more, computed to the
8 nearest whole dollar, to an entity designated in subsection 2
9 or another public safety agency as defined in section 34.1.
10 2. The applicant may designate the voluntary contribution
11 to go to a local police department, an office of a county
12 sheriff, a local emergency medical service provider, a local
13 fire department, the division of state patrol of the department
14 of public safety, or another public safety agency, or a
15 combination of such entities provided each entity receives one
16 dollar or more, computed to the nearest whole dollar.
17 3. One hundred percent of the moneys collected by the
18 county and one hundred percent of the moneys collected by the
19 department in the form of contributions shall be remitted to
20 the applicable entity as designated by the applicant.
21 4. The department shall adopt rules pursuant to chapter 17A
22 to administer this section.
23 Sec. 2. Section 331.557, subsection 1, Code 2021, is amended
24 to read as follows:
25 1. Issue, renew, and replace lost or damaged vehicle
26 registration cards or plates and issue and transfer
27 certificates of title for vehicles, and collect voluntary
28 contributions, as provided in sections 321.17 to through
29 321.52.
30 EXPLANATION
31 The inclusion of this explanation does not constitute agreement with
32 the explanation’s substance by the members of the general assembly.
33 This bill requires the department of transportation and
34 county treasurers to request that a person make a voluntary
35 contribution of $1 or more, computed to the nearest whole

1 dollar, to the person’s choice of a local or state public
2 safety agency when renewing the registration of a vehicle.
3 Public safety agency means a functional unit of a public agency
4 that provides fire fighting, law enforcement, ambulance,
5 medical, or other emergency services, including but not limited
6 to entities such as a local police department, an office of a
7 county sheriff, a local emergency medical service provider, a
8 local fire department, and the division of state patrol of the
9 department of public safety. A person may elect to contribute
10 to more than one public safety agency if each agency receives
11 at least $1.
