1 An Act relating to the voting members of a governing board of a
2 mental health and disability services region.
3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 Section 1. Section 331.390, subsection 2, Code 2021, is
2 amended by adding the following new paragraph:
3 NEW PARAGRAPH. 0b. A voting member of the governing
4 board who is not a county supervisor or a county supervisor’s
5 designee shall not vote on matters involving a region’s
6 expenditures.
7 EXPLANATION
8 The inclusion of this explanation does not constitute agreement with
9 the explanation’s substance by the members of the general assembly.
10 This bill relates to the voting members of a governing board
11 of a mental health and disability services region.
12 The bill limits the voting rights of the voting members
13 of a governing board so that only a county supervisor or a
14 county supervisor’s designee shall have the authority to vote
15 on matters involving a mental health and disability services
16 region’s expenditures.
