1 An Act establishing a learning recovery task force.
2 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 Section 1. LEARNING RECOVERY TASK FORCE.
2 1. The learning recovery task force is established to
3 evaluate the degree and types of learning losses students
4 enrolled in pre-kindergarten through grade twelve experienced
5 due to the COVID-19 pandemic. The task force shall study,
6 identify, and recommend remedial measures, including but
7 not limited to alterations in the school calendar, remedial
8 classwork, special individualized tutoring, and further options
9 as may seem justified and practical. The task force shall
10 consult with education experts and stakeholders in this state
11 as appropriate.
12 2. The task force shall consist of the director of the
13 department of education or the director’s designee, who shall
14 convene the organizational meeting, a member of the state
15 board of education who shall be appointed by the chairperson
16 of the state board, and the following members appointed by the
17 governor in consultation with the director of the department
18 of education:
19 a. Two elementary school teachers, one middle school
20 teacher, and one high school teacher.
21 b. One elementary school principal and one middle or high
22 school principal.
23 c. One superintendent for a school district with an actual
24 enrollment of more than one thousand five hundred students,
25 and one superintendent for a school district with an actual
26 enrollment of one thousand five hundred or fewer students.
27 d. A member of the board of directors of a school district
28 that has an actual enrollment of more than one thousand five
29 hundred students and a member of the board of directors of a
30 school district that has an actual enrollment of one thousand
31 five hundred or fewer students.
32 e. One faculty member from the college of education or
33 the school of education, as appropriate, at each of the
34 institutions of higher learning governed by the state board of
35 regents.

1 f. The director of the Iowa reading research center under
2 the state university of Iowa college of education, or the
3 director’s designee.
4 g. The parent or guardian of an elementary school student,
5 the parent or guardian of a middle school student, and the
6 parent or guardian of a high school student.
7 h. Two members of the general public.
8 3. To the extent possible, members shall be selected to
9 reflect geographic, racial, and ethnic diversity. Members of
10 the task force appointed pursuant to subsection 2, paragraphs
11 “a” through “h”, shall be reimbursed for actual and necessary
12 travel expenses.
13 4. The department of education shall provide staffing
14 services for the task force. Task force meetings and records
15 are subject to the provisions of chapters 21 and 22.
16 5. The task force shall submit its findings and
17 recommendations, including recommendations for legislation or
18 rulemaking, as necessary, in a report to the general assembly
19 by December 30, 2021.
20 EXPLANATION
21 The inclusion of this explanation does not constitute agreement with
22 the explanation’s substance by the members of the general assembly.

2 consultation with the director of the department of education
3 who shall include elementary, middle, and high school
4 teachers; an elementary and a middle or high school principal;
5 superintendents and school board members for large and small
6 school districts; faculty members from the colleges or schools
7 of education at the regents universities; the director of the
8 Iowa reading research center or the director’s designee; the
9 parents or guardians of students at the elementary, middle, and
10 high school levels; and members of the general public.
11 To the extent possible, members shall be selected to reflect
12 geographic, racial, and ethnic diversity. Members other than
13 the director of the department and the member of the state
14 board of education shall be reimbursed for actual and necessary
15 travel expenses.
16 The department of education shall provide staffing services

18 subject to the open meetings and open records laws.
19 The task force shall submit its findings and
20 recommendations, including recommendations for legislation or
21 rulemaking, as necessary, in a report to the general assembly
