1 An Act relating to school district protocols for suicide
2 prevention, intervention, and postvention and the
3 identification of adverse childhood experiences and
4 strategies to mitigate toxic stress response.

1 Section 1. Section 256.7, subsection 33, paragraph b, Code
2 2021, is amended to read as follows:
3 b. Adopt rules to require school districts to adopt
4 protocols for suicide prevention, intervention, and postvention
5 and the identification of adverse childhood experiences and
6 strategies to mitigate toxic stress response. The protocols
7 shall be based on nationally recognized best practices and
8 shall specifically address the needs of students who are at
9 higher risk for suicide than the general student population.
10 The rules shall require that school districts review and, if
11 necessary, update the protocols at least every five years.
12 Sec. 2. Section 279.70, subsection 2, Code 2021, is amended
13 to read as follows:
14 2. By July 1, 2019 2022, the board of directors of a school
15 district shall require annual, evidence-based training at
16 least one hour in length on suicide prevention, intervention,
17 and postvention for all school personnel who hold a license,
18 certificate, authorization, or statement of recognition issued
19 by the board of educational examiners and who have regular
20 contact with students in kindergarten through grade twelve.
21 The content of the training shall be based on nationally
22 recognized best practices.
23 EXPLANATION
24 The inclusion of this explanation does not constitute agreement with
25 the explanation’s substance by the members of the general assembly.
26 This bill provides that protocols for suicide prevention
27 and postvention and the identification of adverse childhood
28 experiences and strategies to mitigate toxic stress response
29 adopted by school districts shall specifically address the
30 needs of students who are at higher risk for suicide than
31 the general student population. The bill provides that such
32 protocols must also include suicide intervention.
33 The bill requires that school districts review and, if
34 necessary, update the protocols at least every five years.
