1 An Act relating to the eligibility of cities to receive funding
2 assistance to address abandoned buildings.
3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 Section 1. Section 455E.11, subsection 2, paragraph a,
2 subparagraph (1), subparagraph division (d), Code 2021, is
3 amended to read as follows:
4 (d) Not more than four hundred thousand dollars to the
5 department for purposes of providing funding assistance
6 to eligible communities to address abandoned buildings by
7 promoting waste abatement, diversion, selective dismantlement
8 of building components, and recycling. Eligible communities
9 include a city with a population of five seven thousand five
10 hundred or fewer. Eligible costs for program assistance
11 include but are not limited to asbestos and other hazardous
12 material abatement and removal, the recovery processing
13 of recyclable or reusable material through the selective
14 dismantlement of abandoned buildings, and reimbursement for
15 purchased recycled content materials used in the renovation of
16 buildings.
17 EXPLANATION
18 The inclusion of this explanation does not constitute agreement with
19 the explanation’s substance by the members of the general assembly.
20 This bill relates to the eligibility of cities to receive
21 funding assistance to address abandoned buildings. Under
22 current law, a city with a population of 5,000 or fewer is
23 eligible to receive funding assistance from the department of
24 natural resources through moneys allocated to the solid waste
25 account within the groundwater protection fund to help address
26 abandoned buildings by promoting waste abatement, diversion,
27 selective dismantlement of building components, and recycling.
28 The bill allows a city with a population of 7,500 or fewer to be
29 eligible for funding assistance.
