1 An Act relating to the required reporting of the administration
2 of vaccines and immunizations to the statewide immunization
3 registry, and providing for licensee discipline.

1 Section 1. NEW SECTION. 147.163 Administration of vaccines
2 and immunizations —— required reporting to statewide immunization
3 registry —— licensee discipline.
4 1. A health professional required to be licensed under
5 this chapter who is authorized to administer a vaccination
6 or immunization shall become an enrolled user and report the
7 administration of vaccines and immunizations to the statewide
8 immunization registry.
9 2. For the purposes of this section:
10 a. “Enrolled user” means a user of the registry who has
11 completed an enrollment form that specifies the conditions
12 under which the registry can be accessed and who has been
13 issued an identification code and password by the department.
14 b. “Statewide immunization registry” or “registry” means
15 the database and file server maintained by the department as
16 well as the software application that allows enrolled users to
17 exchange immunization or health screening records.
18 3. A health professional who violates this section is
19 subject to licensee discipline pursuant to section 147.55.
20 Sec. 2. CODE EDITOR DIRECTIVE. The Code editor may
21 designate section 147.163, as enacted in this Act, as a new
22 subchapter within chapter 147, entitled “REQUIRED REPORTING OF
23 ADMINISTRATION OF VACCINES AND IMMUNIZATIONS”.
24 EXPLANATION
25 The inclusion of this explanation does not constitute agreement with
26 the explanation’s substance by the members of the general assembly.
27 This bill requires a licensed health professional who
28 is authorized to administer a vaccination or immunization
29 to enroll in and report the administration of vaccines and
30 immunizations to the statewide immunization registry. The bill
31 provides definitions for the purposes of the bill. A health
32 professional who willfully or repeatedly violates the bill is
33 subject to licensee discipline by the board for that profession
34 pursuant to Code section 147.55.
