1 An Act relating to address information to be supplied by an
2 applicant for an alcoholic liquor manufacturer’s license.

1 Section 1. Section 123.41, subsection 1, Code 2021, is
2 amended to read as follows:
3 1. a. Each completed application to obtain or renew a
4 manufacturer’s license shall be submitted to the division
5 electronically, or in a manner prescribed by the administrator,
6 and shall be accompanied by a fee of three hundred fifty
7 dollars payable to the division. The administrator may in
8 accordance with this chapter grant and issue to a manufacturer
9 a manufacturer’s license, valid for a one-year period after
10 date of issuance, which shall allow the manufacture, storage,
11 and wholesale disposition and sale of alcoholic liquors to the
12 division and to customers outside of the state.
13 b. If the facility at which an applicant will barrel mature
14 alcoholic liquors is a barge or other waterborne vessel that is
15 moored or otherwise located in a lake or other body of water in
16 this state, the division shall not require that the applicant’s
17 application include address information for the facility.
18 In lieu of such information, the division may require the
19 application to include the name of the lake or other body of
20 water in which the facility is located or, if the lake or body
21 of water is unnamed, unique geographic information sufficient
22 to specify the identity and location of the facility.
23 EXPLANATION
24 The inclusion of this explanation does not constitute agreement with
25 the explanation’s substance by the members of the general assembly.
26 This bill prohibits the alcoholic beverages division of the
27 department of commerce from requiring, in an application for
28 an alcoholic liquor manufacturer’s license, that an applicant
29 include address information for a manufacturing facility if
30 the facility will be used to barrel mature alcoholic liquors
31 and the facility is a barge or other waterborne vessel that is
32 moored or otherwise located in a lake or other body of water in
33 Iowa. In lieu of address information, the division may include
34 identifying information about the lake or body of water as
35 specified in the bill.
