2 DEPARTMENT OF AGRICULTURE AND LAND STEWARDSHIP
3 GENERAL FUND APPROPRIATION
4 Section 1. GENERAL FUND —— DEPARTMENT.
5 1. There is appropriated from the general fund of the state
6 to the department of agriculture and land stewardship for the
7 fiscal year beginning July 1, 2021, and ending June 30, 2022,
8 the following amount, or so much thereof as is necessary, to be
9 used for the purposes designated:
10 For purposes of supporting the department, including
11 divisions, for administration, regulation, and programs and for
12 salaries, support, maintenance, and miscellaneous purposes:
13 .................................................. $ 18,335,679
14 2. Of the amount appropriated in subsection 1, the following
15 amount is transferred to Iowa state university of science and
16 technology, to be used for the university’s midwest grape and
17 wine industry institute:
18 .................................................. $ 288,000
19 3. The department shall submit a report each quarter of the
20 fiscal year to the legislative services agency, the department
21 of management, the members of the joint appropriations
22 subcommittee on agriculture and natural resources, and the
23 chairpersons and ranking members of the senate and house
24 committees on appropriations. The report shall describe in
25 detail the expenditure of moneys appropriated in this section
26 to support the department’s administration, regulation, and
27 programs.
28 DESIGNATED APPROPRIATIONS
29 MISCELLANEOUS FUNDS
30 Sec. 2. UNCLAIMED PARI-MUTUEL WAGERING WINNINGS ——
31 HORSE AND DOG RACING. There is appropriated from the moneys
32 available under section 99D.13 to the department of agriculture
33 and land stewardship for the fiscal year beginning July 1,
34 2021, and ending June 30, 2022, the following amount, or so
35 much thereof as is necessary, to be used for the purposes

1 designated:
2 For purposes of supporting the department’s administration
3 and enforcement of horse and dog racing law pursuant to section
4 99D.22, including for salaries, support, maintenance, and
5 miscellaneous purposes:

7 Sec. 3. RENEWABLE FUEL INFRASTRUCTURE FUND —— MOTOR
8 FUEL INSPECTION. There is appropriated from the renewable
9 fuel infrastructure fund created in section 159A.16 to the
10 department of agriculture and land stewardship for the fiscal
11 year beginning July 1, 2021, and ending June 30, 2022, the
12 following amount, or so much thereof as is necessary, to be
13 used for the purposes designated:
14 For purposes of the inspection of motor fuel, including
15 salaries, support, maintenance, and miscellaneous purposes:

17 SPECIAL APPROPRIATIONS

19 Sec. 4. DAIRY REGULATION.
20 1. There is appropriated from the general fund of the state
21 to the department of agriculture and land stewardship for the
22 fiscal year beginning July 1, 2021, and ending June 30, 2022,
23 the following amount, or so much thereof as is necessary, to be
24 used for the purposes designated:
25 For purposes of performing functions pursuant to section
26 192.109, including conducting a survey of grade “A” milk and
27 certifying the results to the secretary of agriculture:

29 2. Notwithstanding section 8.33, moneys appropriated in
30 this section that remain unencumbered or unobligated at the
31 close of the fiscal year shall not revert but shall remain
32 available to be used for the purposes designated until the
33 close of the succeeding fiscal year.
34 Sec. 5. LOCAL FOOD AND FARM PROGRAM.
35 1. There is appropriated from the general fund of the state

1 to the department of agriculture and land stewardship for the
2 fiscal year beginning July 1, 2021, and ending June 30, 2022,
3 the following amount, or so much thereof as is necessary, to be
4 used for the purposes designated:
5 For purposes of supporting the local food and farm program
6 pursuant to chapter 267A:
7 .................................................. $ 75,000
8 2. The department shall enter into a cost-sharing agreement
9 with Iowa state university of science and technology to support
10 the local food and farm program coordinator position as part of
11 the university’s cooperative extension service in agriculture
12 and home economics pursuant to chapter 267A.
13 3. Notwithstanding section 8.33, moneys appropriated in
14 this section that remain unencumbered or unobligated at the
15 close of the fiscal year shall not revert but shall remain
16 available to be used for the purposes designated until the
17 close of the succeeding fiscal year.
18 Sec. 6. AGRICULTURAL EDUCATION.
19 1. There is appropriated from the general fund of the state
20 to the department of agriculture and land stewardship for the
21 fiscal year beginning July 1, 2021, and ending June 30, 2022,
22 the following amount, or so much thereof as is necessary, to be
23 used for the purposes designated:
24 For purposes of allocating moneys to an Iowa association
25 affiliated with a national organization which promotes
26 agricultural education providing for future farmers:
27 .................................................. $ 25,000
28 2. Notwithstanding section 8.33, moneys appropriated in
29 this section that remain unencumbered or unobligated at the
30 close of the fiscal year shall not revert but shall remain
31 available to be used for the purposes designated until the
32 close of the succeeding fiscal year.
33 Sec. 7. FOREIGN ANIMAL DISEASES AFFLICTING LIVESTOCK.
34 There is appropriated from the general fund of the state to the
35 department of agriculture and land stewardship for the fiscal

1 year beginning July 1, 2021, and ending June 30, 2022, the
2 following amount, or so much thereof as is necessary, to be
3 used for the purposes designated:
4 For deposit in the foreign animal disease preparedness and
5 response fund created in section 163.3B:

7 Sec. 8. FARMERS WITH DISABILITIES PROGRAM.
8 1. There is appropriated from the general fund of the state
9 to the department of agriculture and land stewardship for the
10 fiscal year beginning July 1, 2021, and ending June 30, 2022,
11 the following amount, or so much thereof as is necessary, to be
12 used for the purposes designated:
13 For purposes of supporting a program for farmers with
14 disabilities:
15 .................................................. $ 180,000
16 2. The moneys appropriated in subsection 1 shall be used for
17 the public purpose of providing a grant to a national nonprofit
18 organization with over 80 years of experience in assisting
19 children and adults with disabilities and special needs. The
20 moneys shall be used to support a nationally recognized program
21 that began in 1986 and has been replicated in at least 30 other
22 states, but which is not available through any other entity
23 in this state, and that provides assistance to farmers with
24 disabilities in all 99 counties to allow the farmers to remain
25 in their own homes and be gainfully engaged in farming through
26 provision of agricultural worksite and home modification
27 consultations, peer support services, services to families,
28 information and referral, and equipment loan services.
29 3. Notwithstanding section 8.33, moneys appropriated in
30 this section that remain unencumbered or unobligated at the
31 close of the fiscal year shall not revert but shall remain
32 available for expenditure for the purposes designated until the
33 close of the succeeding fiscal year.
34 Sec. 9. LOESS HILLS DEVELOPMENT AND CONSERVATION FUND ——

1 1. There is appropriated from the general fund of the state
2 to the department of agriculture and land stewardship for the
3 fiscal year beginning July 1, 2021, and ending June 30, 2022,
4 the following amount, or so much thereof as is necessary, to be
5 used for the purposes designated:
6 For deposit in the hungry canyons account of the loess hills
7 development and conservation fund created pursuant to section
8 161D.2:
9 .................................................. $ 50,000
10 2. Not more than 10 percent of the moneys appropriated to
11 the hungry canyons account as provided in subsection 1 may be
12 used for administrative costs.
13 Sec. 10. GRAIN REGULATION. There is appropriated from the
14 general fund of the state to the department of agriculture
15 and land stewardship for the fiscal year beginning July 1,
16 2021, and ending June 30, 2022, the following amount, or so
17 much thereof as is necessary, to be used for the purposes
18 designated:
19 For the administration and enforcement of chapters 203
20 and 203C, including salaries, support, maintenance, and
21 miscellaneous purposes:

23 Sec. 11. VALUE ADDED AGRICULTURE GRANT PROGRAM. There
24 is appropriated from the general fund of the state to the
25 department of agriculture and land stewardship for the fiscal
26 year beginning July 1, 2021, and ending June 30, 2022, the
27 following amount, or so much thereof as is necessary, to be
28 used for the purposes designated:
29 For the administration and execution of a value added
30 agriculture grant program to identify, evaluate, and support
31 programs and services which add value to agriculture products,
32 enable new technology, and support marketing strategies:

2 WATER QUALITY INITIATIVE
3 Sec. 12. WATER QUALITY INITIATIVE —— GENERAL.
4 1. There is appropriated from the general fund of the state
5 to the department of agriculture and land stewardship for the
6 fiscal year beginning July 1, 2021, and ending June 30, 2022,
7 the following amount, or so much thereof as is necessary, to be
8 used for the purposes designated:
9 For deposit in the water quality initiative fund created in
10 section 466B.45, for purposes of supporting the water quality
11 initiative administered by the division of soil conservation
12 and water quality as provided in section 466B.42, including
13 salaries, support, maintenance, and miscellaneous purposes:
14 .................................................. $ 3,000,000
15 2. a. The moneys appropriated in subsection 1 shall be
16 used to support projects in subwatersheds as designated by the
17 division that are part of high-priority watersheds identified
18 by the water resources coordinating council established
19 pursuant to section 466B.3.
20 b. The moneys appropriated in subsection 1 shall be used to
21 support projects in watersheds generally, including regional
22 watersheds, as designated by the division and high-priority
23 watersheds identified by the water resources coordinating
24 council established pursuant to section 466B.3.
25 3. In supporting projects in subwatersheds and watersheds
26 as provided in subsection 2, all of the following shall apply:
27 a. The demonstration projects shall utilize water quality
28 practices as described in the Iowa nutrient reduction strategy
29 as defined in section 455B.171.
30 b. The division shall implement demonstration projects as
31 provided in paragraph “a” by providing for participation by
32 persons who hold a legal interest in agricultural land used in
33 farming. To every extent practical, the division shall provide
34 for collaborative participation by such persons who hold a
35 legal interest in agricultural land located within the same

1 subwatershed.
2 c. The division shall implement a demonstration project on
3 a cost-share basis as determined by the division. However,
4 except for edge-of-field practices, the state’s share of the
5 amount shall not exceed 50 percent of the estimated cost of
6 establishing the practice as determined by the division or
7 50 percent of the actual cost of establishing the practice,
8 whichever is less.
9 d. The demonstration projects shall be used to educate other
10 persons about the feasibility and value of establishing similar
11 water quality practices. The division shall promote field day
12 events for purposes of allowing interested persons to establish
13 water quality practices on their agricultural land.
14 e. The division shall conduct water quality evaluations
15 within supported subwatersheds. Within a reasonable period
16 after accumulating information from such evaluations, the
17 division shall create an aggregated database of water quality
18 practices. Any information identifying a person holding a
19 legal interest in agricultural land or specific agricultural
20 land shall be a confidential record under section 22.7.
21 4. The moneys appropriated in subsection 1 shall be used
22 to support education and outreach in a manner that encourages
23 persons who hold a legal interest in agricultural land used for
24 farming to implement water quality practices, including the
25 establishment of such practices in watersheds generally, and
26 not limited to subwatersheds or high-priority watersheds.
27 5. The moneys appropriated in subsection 1 may be used
28 to contract with persons to coordinate the implementation of
29 efforts provided in this section.
30 6. The moneys appropriated in subsection 1 may be used by
31 the department to support urban soil and water conservation
32 efforts, which may include but are not limited to management
33 practices related to bioretention, landscaping, the use of
34 permeable or pervious pavement, and soil quality restoration.
35 The moneys shall be allocated on a cost-share basis as provided

1 in chapter 161A.
2 7. Notwithstanding any other provision of law to the
3 contrary, the department may use moneys appropriated in
4 subsection 1 to carry out the provisions of this section on a
5 cost-share basis in combination with other moneys available to
6 the department from a state or federal source.
7 8. Not more than 10 percent of the moneys appropriated in
8 this section may be used to pay for the costs of administering
9 and implementing the water quality initiative by the
10 department’s division of soil conservation and water quality as
11 provided in section 466B.42 and this section.
12 DIVISION III
13 DEPARTMENT OF NATURAL RESOURCES
14 Sec. 13. GENERAL FUND —— DEPARTMENT.
15 1. There is appropriated from the general fund of the state
16 to the department of natural resources for the fiscal year
17 beginning July 1, 2021, and ending June 30, 2022, the following
18 amount, or so much thereof as is necessary, to be used for the
19 purposes designated:
20 For purposes of supporting the department, including
21 divisions, for administration, regulation, and programs and for
22 salaries, support, maintenance, and miscellaneous purposes:
23 .................................................. $ 11,958,058
24 2. The department shall submit a report each quarter of the
25 fiscal yea
