1 An Act relating to medical residency positions and audition
2 clinicals for medical students and medical residency
3 position applicants meeting certain criteria.
4 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 Section 1. MEDICAL RESIDENCY POSITIONS AND AUDITION
2 CLINICALS —— MEDICAL STUDENTS AND APPLICANTS MEETING CERTAIN
3 CRITERIA —— ANNUAL REPORT.
4 1. The university of Iowa hospitals and clinics shall offer
5 an interview for an available medical residency position to
6 any applicant who has a residency specialty in obstetrics and
7 gynecology, psychiatry, general surgery, emergency medicine,
8 cardiology, neurology, or primary care and who also is a
9 resident of Iowa, attended and earned an undergraduate degree
10 from an Iowa college or university, or attended and earned a
11 medical degree from a medical school in Iowa.
12 2. The university of Iowa hospitals and clinics shall
13 provide the opportunity to a medical student attending a
14 medical school in Iowa to participate in an audition clinical
15 in the medical residency specialty for which the medical
16 student applies to allow the university to constructively
17 review the student in a clinical setting.
18 3. The university of Iowa hospitals and clinics shall
19 submit a report to the governor and the general assembly by
20 January 15, annually, regarding the audition clinicals and
21 interviews as specified in this section during the prior
22 fiscal year. Specifically, the report shall include for each
23 audition clinical or interview the name of the student’s or
24 applicant’s medical school, whether the student was offered and
25 participated in an audition clinical, whether an applicant was
26 offered and participated in an interview, whether the applicant
27 was accepted for one of the residency program positions, and
28 the total number of available residency positions filled by an
29 applicant meeting the criteria under this section.
