1 An Act relating to programs for at-risk children.
2 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 Section 1. Section 279.51, subsection 1, paragraph a, Code
2 2021, is amended to read as follows:
3 a. Two hundred seventy-five thousand eight hundred
4 sixty-four dollars of the funds appropriated shall be allocated
5 to the area education agencies to assist school districts in
6 developing program plans and budgets under this section and to
7 assist school districts and child development programs under
8 section 256A.3 in meeting other responsibilities in early
9 childhood education.
10 Sec. 2. Section 279.51, subsection 2, paragraph a,
11 subparagraph (2), subparagraph division (a), Code 2021, is
12 amended to read as follows:
13 (a) To school districts to establish programs for
14 three-year-old, four-year-old, and five-year-old at-risk
15 children which are a combination of preschool and full-day
16 kindergarten.
17 EXPLANATION
18 The inclusion of this explanation does not constitute agreement with
19 the explanation’s substance by the members of the general assembly.
20 This bill modifies provisions relating to programs for
21 at-risk children.
22 The bill provides that moneys appropriated to the department
23 of education and allocated to area education agencies to
24 provide assistance to school districts in developing program
25 plans and budgets to meet early childhood education needs may
26 also be used by the area education agencies to provide the same
27 assistance to child development programs that receive state
28 funds through the child development coordinating council.
29 The bill also eliminates outdated language relating to
30 grant awards the child development council may make to school
31 district programs for three-to-five-year-old at-risk children.
32 The stricken language provides that the programs must be a
33 combination of preschool and full-day kindergarten.
