1 An Act relating to financial and regulatory matters by making
2 appropriations for the fiscal year beginning July 1, 2020,
3 and including effective date provisions.
4 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 Section 1. OFFICE OF THE CHIEF INFORMATION OFFICER. There
2 is appropriated from the general fund of the state to the
3 office of the chief information officer for the fiscal year
4 beginning July 1, 2020, and ending June 30, 2021, the following
5 amount, or so much thereof as is necessary, to be used for the
6 purposes designated:
7 For implementation of a new state central personnel,
8 accounting, and budget system:
9 .................................................. $ 21,000,000
10 Notwithstanding section 8.33, moneys appropriated in this
11 section that remain unencumbered or unobligated at the close of
12 the fiscal year shall not revert but shall remain available for
13 expenditure for the purposes designated until the close of the
14 succeeding fiscal year.
15 Sec. 2. EFFECTIVE DATE. This Act, being deemed of immediate
16 importance, takes effect upon enactment.
17 EXPLANATION
18 The inclusion of this explanation does not constitute agreement with
19 the explanation’s substance by the members of the general assembly.
20 This bill appropriates moneys for FY 2020-2021 (current
21 fiscal year) from the general fund of the state to the office
22 of the chief information officer for implementation of a new
23 state central personnel, accounting, and budget system.
24 The bill takes effect upon enactment.
