1 Section 1. Section 331.390, subsection 2, Code 2021, is
2 amended by adding the following new paragraph:
3 NEW PARAGRAPH. 0b. A voting member of the governing board
4 who is not an elected official shall not vote on matters
5 involving a region’s expenditures.
6 EXPLANATION
7 The inclusion of this explanation does not constitute agreement with
8 the explanation’s substance by the members of the general assembly.
9 This bill relates to the voting members of a governing board
10 of a mental health and disability services region.
11 The bill limits the voting rights of the voting members of a
12 governing board so that only board members holding an elected
13 office shall have the authority to vote on matters involving a
14 mental health and disability service region’s expenditures.
