A BILL FOR
1 An Act establishing a child care workforce state matching
2 grants program and fund administered by the early childhood
3 Iowa state board to award matching state grants to eligible
4 communities and making an appropriation.
5 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 Section 1. Section 256I.4, Code 2021, is amended by adding
2 the following new subsection:
3 NEW SUBSECTION. 20. Establish and administer the child care
4 workforce state matching grants program and fund pursuant to
5 section 256I.14.
6 Sec. 2. NEW SECTION. 256I.14 Child care workforce state
7 matching grants program and fund.
8 1. As used in this section, unless the context otherwise
9 requires:
10 a. “Fund” means the child care workforce state matching
11 grants fund.
12 b. “Program” means the child care workforce state matching
13 grants program.
14 2. a. A child care workforce state matching grants fund
15 is created in the state treasury under the control of the
16 state board and consists of any moneys appropriated by the
17 general assembly and any other moneys available and obtained
18 or accepted by the state board for placement in the fund. The
19 fund shall be used to provide matching state grants to eligible
20 communities under the program. The state board shall use any
21 moneys specifically appropriated for purposes of this section
22 only for the purposes of this section.
23 b. Notwithstanding section 8.33, moneys in the fund at the
24 end of each fiscal year shall not revert to any other fund
25 but shall remain in the fund for expenditures for subsequent
26 fiscal years. Notwithstanding section 12C.7, subsection 2,
27 interest or earnings on moneys in the fund shall accrue to the
28 state board and shall be used for purposes of this section.
29 All repayments, payments of interest, or recaptures of grants
30 provided under this section shall accrue to the state board and
31 shall be used for purposes of this section.
32 c. The state board shall use not more than five percent of
33 the moneys in the fund at the beginning of the fiscal year for
34 purposes of administrative costs, marketing, and other program
35 support.

1 3. The state board shall establish a child care workforce
2 state matching grants program to provide matching state grants,
3 on a dollar-for-dollar basis, to eligible communities that
4 provide funding for the child care WAGE$ Iowa program, the
5 teacher education and compensation helps scholarship program,
6 or other child care workforce strategies.
7 4. A community seeking a matching state grant under the
8 program shall apply to the state board pursuant to rules
9 adopted by the department and the state board.
10 5. The department and the state board shall adopt rules
11 pursuant to chapter 17A to implement and administer this
12 section.
13 EXPLANATION
14 The inclusion of this explanation does not constitute agreement with
15 the explanation’s substance by the members of the general assembly.
16 This bill establishes a child care workforce state matching
17 grants program and fund administered by the early childhood
18 Iowa state board to award matching state grants to eligible
19 communities.
20 A child care workforce state matching grants fund (fund)
21 is created in the state treasury under the control of the
22 early childhood Iowa state board (board) and consists of any
23 moneys appropriated by the general assembly and any other
24 moneys available and obtained or accepted by the board for
25 placement in the fund. The fund is to be used to provide
26 matching state grants under the child care workforce state
27 matching grants program (program) to communities that provide
28 funding for the child care WAGE$ Iowa program, the teacher
29 education and compensation helps scholarship program, or other
30 child care workforce strategies. The board must use any moneys
31 specifically appropriated for the program only for the purposes
32 of the program.
33 Moneys in the fund at the end of each fiscal year do
34 not revert to any other fund but remain in the fund for
35 expenditures for subsequent fiscal years. Interest or earnings

2 purposes of the program. All repayments, payments of interest,
3 or recaptures of grants provided under the program accrue to
4 the board and must be used for purposes of the program.
5 The board cannot use more than 5 percent of the moneys in
6 the fund at the beginning of the fiscal year for purposes of
7 administrative costs, marketing, and other program support.
8 A community seeking a matching state grant under the program
9 must apply to the board pursuant to rules adopted by the
10 department of management and the board. The bill directs
11 the department of management and the board to adopt rules to
12 implement and administer the provisions of the bill.
