A BILL FOR
1 An Act requiring the electrical examining board within the
2 division of state fire marshal of the department of public
3 safety to adopt the 2020 edition of the national electrical
4 code and including effective date provisions.
5 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 Section 1. 2020 EDITION OF THE NATIONAL ELECTRICAL
2 CODE. The electrical examining board within the division of
3 state fire marshal of the department of public safety shall
4 adopt the 2020 edition of the national electrical code issued
5 and adopted by the national fire protection association, with
6 no amendments, as the requirements for electrical installations
7 performed by persons licensed pursuant to chapter 103 and to
8 installations subject to inspection pursuant to chapter 103.
9 This section shall not be construed to prohibit the board from
10 adopting a subsequent publication of the code pursuant to
11 section 103.6, subsection 1, paragraph “a”.
12 Sec. 2. EMERGENCY RULES. The electrical examining board
13 within the division of state fire marshal of the department
14 of public safety shall adopt emergency rules under section
15 17A.4, subsection 3, and section 17A.5, subsection 2, paragraph
16 “b”, to implement the provisions of this Act and the rules
17 shall be effective immediately upon filing. Any rules adopted
18 in accordance with this section shall also be published as a
19 notice of intended action as provided in section 17A.4.
20 Sec. 3. EFFECTIVE DATE. This Act takes effect January 1,
21 2022.
22 EXPLANATION
23 The inclusion of this explanation does not constitute agreement with
24 the explanation’s substance by the members of the general assembly.
25 This bill requires the electrical examining board within
26 the division of state fire marshal of the department of public
27 safety to adopt the 2020 edition of the national electrical
28 code.
29 The bill requires the electrical examining board within
30 the division of state fire marshal of the department of
31 public safety to adopt the 2020 edition of the national fire
32 protection association’s national electrical code, with no
33 amendments, as the requirements for electrical installations
34 performed by persons licensed pursuant to Code chapter 103 and
35 to installations subject to inspection pursuant to Code chapter

1 103. The bill does not prohibit the board from adopting a
2 subsequent publication of the national electrical code. The
3 bill requires the board to adopt emergency rules to implement
4 this requirement. Additionally, the bill provides that the
5 rules will be effective upon filing.
6 The bill takes effect January 1, 2022.
