1 An Act relating to courses of study and training programs of
2 the Iowa law enforcement academy and veterans educational
3 assistance benefits, and including effective date
4 provisions.

1 Section 1. Section 80B.11B, Code 2021, is amended by adding
2 the following new subsection:
3 NEW SUBSECTION. 4. The director of the academy, subject
4 to the approval of the Iowa state approving agency of the
5 department of education, shall amend its administrative
6 rules pursuant to chapter 17A to require that the academy’s
7 courses of study and training programs meet the requirements
8 of nondegree programs under the Post-9/11 Veterans Educational
9 Assistance Act of 2008, 38 U.S.C. §3301 et seq., as amended.
10 Sec. 2. IOWA LAW ENFORCEMENT ACADEMY —— APPLICATION TO
11 IOWA STATE APPROVING AGENCY. The director of the Iowa law
12 enforcement academy shall, within thirty days of the effective
13 date of this Act, apply to the Iowa state approving agency
14 of the department of education for approval of the academy’s
15 courses of study and training programs as nondegree programs
16 under the Post-9/11 Veterans Educational Assistance Act of
17 2008.
18 Sec. 3. EFFECTIVE DATE. This Act, being deemed of immediate
19 importance, takes effect upon enactment.
20 EXPLANATION
21 The inclusion of this explanation does not constitute agreement with
22 the explanation’s substance by the members of the general assembly.
23 This bill relates to courses of study and training programs
24 of the Iowa law enforcement academy and federal veterans
25 educational assistance benefits.
26 The bill directs the director of the Iowa law enforcement
27 academy, subject to the approval of the Iowa state approving
28 agency of the department of education, to amend its
29 administrative rules to require that the academy’s courses of
30 study and training programs meet the requirements of nondegree
31 programs under the Post-9/11 Veterans Educational Assistance
32 Act of 2008. Under current law, veterans, service members
33 on active duty, and spouses and children of veterans who
34 died in the line of duty cannot receive reimbursement for
35 academy-related educational and training expenses and fees

1 under this federal law because the academy does not have
2 approved nondegree programs.
3 The bill directs the director of the academy, within 30 days
4 of the effective date of the Act, to apply to the Iowa state
5 approving agency of the department of education for approval
6 of the academy’s courses of study and training programs as
7 nondegree programs under the federal law. The Iowa state
8 approving agency of the Iowa department of education is
9 responsible for approving programs in Iowa eligible to provide
10 benefits to individuals under the Post-9/11 Veterans Education
11 Assistance Act of 2008.
12 The bill creates an immediate effective date upon enactment.
