1 An Act requiring the installation and maintenance of adult
2 changing stations at highway rest areas.

1 Section 1. Section 306C.21, Code 2021, is amended to read
2 as follows:
3 306C.21 Information Rest areas —— information centers and
4 rest areas adult changing stations.
5 1. The department may establish or enter into agreements
6 with private persons, firms, or corporations for the
7 establishment of information centers in rest areas on the
8 interstate, freeway primary, and primary highways, subject
9 to the approval of the appropriate authority of the federal
10 government. After January 1, 1997, private persons, firms, or
11 corporations entering into an agreement with the department
12 under this section shall not develop, establish, or own any
13 commercial business located on land adjacent to the rest area
14 which is subject to the agreement.
15 2. An interstate rest area shall be located entirely on
16 the interstate right-of-way, including, but not limited to,
17 all entrance and exit ramps, all rest area buildings including
18 information centers, and all parking facilities. Department
19 money and resources shall not be used for any other type of
20 interstate rest area. Whenever an interstate rest area is
21 reconstructed, the area available for parking shall be equal
22 to or more greater than the area available for parking prior
23 to the reconstruction.
24 3. The department shall install and maintain adult changing
25 stations in facilities at certain rest areas throughout the
26 state as determined by the department. For purposes of this
27 subsection, “adult changing station” means an adult changing
28 table placed within an enclosed restroom facility or other
29 similar facility that is for use by persons with disabilities
30 who need assistance with diapering. This subsection is
31 repealed July 1, 2026.
32 EXPLANATION
33 The inclusion of this explanation does not constitute agreement with
34 the explanation’s substance by the members of the general assembly.
35 This bill requires the department of transportation (DOT) to

1 install and maintain adult changing stations in facilities at
2 rest areas as determined by the DOT. The bill defines the term
3 “adult changing station”. The requirement is repealed July 1,
4 2026.
