A BILL FOR AN ACT
RELATING TO THE STATE BUDGET.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:
1 PARTI
2 SECTION 1. There is appropriated out of the general
3 revenues of the State of Hawaii the sum of $250,000,000 or so
4 much thereof as may be necessary for fiscal year 2020—2021 to be
5 deposited into the emergency and budget reserve fund established
6 pursuant to section 328L—3, Hawaii Revised Statutes.
7 SECTION 2. There is appropriated out of the general
8 revenues of the State of Hawaii the sum of $390,000,000 or so
9 much thereof as may be necessary for fiscal year 2020-2021 to
10 provide the actuarially required contribution for other post—
11 employment benefits.
12 The sum appropriated shall be expended by the department of
13 budget and finance for the purposes of this Act.

15 SECTION 3. There is appropriated out of the general
16 revenues of the State of Hawaii the sum of $238,944,470 or so
17 much thereof as may be necessary for fiscal year 2021-2022 and

1 the sum of $257,446,927 or so much thereof as may be necessary
2 for fiscal year 2022-2023 for debt service payments — state
3 (BUF721); provided that of the general fund appropriation for
4 debt service under this section for fiscal biennium 2021—2023,
5 balances that are unrequired for debt service payments may be
6 used to pay for expenses incurred pursuant to section 39—14,
7 Hawaii Revised Statutes, and for costs of bond issuance, or may
8 be transferred to retirement benefits payments (BUF741—8UF748)
9 and health premium payments (BUF761-BUF768); provided further
10 that the funds shall not be expended for any other purpose; and
11 provided further that any unexpended funds shall lapse to the
12 credit of the general fund at the end of the respective fiscal
13 year for which the appropriation was made.
14 The sums appropriated shall be expended by the department
15 of budget arid finance for the purposes of this section.
16 PART III
17 SECTION 4. Provided that, notwithstanding any law to the
18 contrary, appropriations in sections 2 and 3 that are deemed
19 necessary for the operations of a program, the appropriations
20 may be transferred with the approval of the governor to the
21 General Appropriations Act of 2021 (House Bill No. 200, H.D. 1,

1 S.D. 1, C.D. 1, as enacted) or the Supplemental Appropriations
2 Act of 2022 for program execution and expenditure; provided
3 further that the transferred appropriations shall be expended
4 for the purposes indicated in this Act and shall be subject to
5 the provisions of the General Appropriations Act of 2021 and the
6 Supplemental Appropriations Act of 2022; and provided further
7 that the transferred appropriations shall be incorporated into
8 all budgetary details of the General Appropriations Act of 2021
9 and the Supplemental Appropriations Act of 2022, as applicable.
10 SECTION 5. This Act shall take effect upon its approval;
11 provided that sections 1 and 2 shall take effect retroactively
12 on June 30, 2021.
