        WHEREAS, the legislature finds that sidewalk networks are integral components of streets and roadways in Hawaii's communities, where pedestrians need safety, comfort, accessibility, and efficient mobility; and

 

        WHEREAS, sidewalk networks increase pedestrian safety by separating pedestrians from vehicle traffic and sidewalks produce positive public   health outcomes by encouraging walking, making communities more accessible, and contributing to more sustainable communities by decreasing dependence on motor vehicles; and

 

        WHEREAS, the legislature finds that there is significant disparity in the installation, maintenance, and improvement of sidewalk networks, and there is also little to no transparent information about the installation, repair, and maintenance of sidewalk networks available to ordinary citizens; and

 

        WHEREAS, this resolution is to urge the State Department of Transportation and the City and County of Honolulu's Department of Transportation Services to improve equitable access to safe sidewalk networks by requiring the State Department of Transportation and the City & County Honolulu's Department of Transportation Services to: 1) Create and maintain a priority list of sidewalk installation and improvement projects; and (2) publish the priority list on their respective websites; and

 

        WHEREAS, this resolution urges the State Department of Transportation and the City & County of Honolulu's Department of Transportation Services to create and maintain a priority list of sidewalk installation and improvement projects and to ensure the priority lists shall be updated no less than once per year; and

 

        WHEREAS, this resolution urges information be placed online regarding the type, cost, and location of the projects on the priority list, in establishing a priority list the State Department of Transportation and the City & County of Honolulu's Department of Transportation Services shall evaluate a project's cost, impact on pedestrian safety, importance to a larger pedestrian network; and

 

        WHEREAS, the priority list shall be published on the respective website of the State Department of Transportation and the City & County of Honolulu Department of Transportation Services; now, therefore

 

        BE IT RESOLVED by the House of Representatives of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2021, the Senate concurring, that the State Department of Transportation and the City and County of Honolulu's Department of Transportation Services is urged to update information and installation, repair, and maintenance on sidewalks and to require the City and County of Honolulu's Department of Transportation Services to amend their County Code on the Residential Restricted Parking Zone (RPZ) in Kalihi, House District 28, to eliminate the one hour grace period for any vehicle parking in an RPZ area and to ticket and tow any vehicle in violation of parking without an RPZ placard in the RPZ; and

 

        BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of the State Department of Transportation, the Director of the City and County of Honolulu's Director of Transportation and the State House of Representative of District 28.
