SENATE RESOLUTION

 

 

urging the department of transportation to Increase the use of reclaimed asphalt pavement to repave, reconstruct, and preserve state streets, roads, and highways and Explore use of Other Products using reclaimed asphalt.

 

 


        WHEREAS, reclaimed asphalt pavement refers to removed or reprocessed pavement materials containing asphalt and aggregates; and

 

        WHEREAS, pavement materials containing asphalt and aggregates are generated when asphalt pavements are removed for reconstruction, resurfacing, or to obtain access to buried utilities; and

 

        WHEREAS, when properly crushed and screened, reclaimed asphalt pavement consists of high-quality, well-graded aggregates coated by asphalt cement; and

 

        WHEREAS, milled or crushed reclaimed asphalt pavement can be used in a number of highway construction applications, including use as an aggregate substitute and asphalt cement supplement in recycled asphalt paving (hot mix or cold mix), granular base or subbase, stabilized base aggregate, or embankment or fill material; and

 

        WHEREAS, the Federal Highway Administration supports and promotes the use of recycled highway materials in pavement construction to preserve the natural environment, reduce waste, and provide a cost-effective material for constructing highways, and encourages the use of recycled materials in the construction of highways to the maximum economical and practical extent possible with equal or improved performance; and

 

        WHEREAS, the State has a significant stockpile of reclaimed asphalt pavement; and

 

        WHEREAS, the Department of Transportation's existing specifications allow up to the twenty percent of reclaimed asphalt pavement to be used in hot mix asphalt pavement, which is usually used as the surface course (generally the top two inches of a pavement structure) and up to forty percent of reclaimed asphalt pavement to be used in hot mix asphalt base, which is usually used as the base course; and

 

        WHEREAS, the use of reclaimed asphalt pavement would reduce the demand for virgin aggregate mined in Hawaii; now, therefore,

 

        BE IT RESOLVED by the Senate of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2021, that the Department of Transportation is urged to:

 

        (1)   Increase the use of reclaimed asphalt pavement to repave, reconstruct, and preserve state streets, roads, and highways; and

 

        (2)   Explore the use of other products using reclaimed asphalt, including asphalt paving mixes using higher percentages of reclaimed asphalt, asphalt treated base using one hundred percent reclaimed asphalt, reclaimed asphalt base, and pavement preservation products using reclaimed asphalt; and

 

        BE IT FURTHER RESOLVED that a certified copy of this Resolution be transmitted to the Director of Transportation.
