SENATE CONCURRENT

RESOLUTION

 

 

requesting the state auditor to perform an audit of the department of education's office of curriculum AND instructionAL design.

 

 


        WHEREAS, the purpose of the Department of Education's Office of Curriculum and Instructional Design is to advance innovative and responsive instructional design and support systems to enable positive outcomes and reduce gaps for all student learners; and

 

        WHEREAS, the Office of Curriculum and Instructional Design consists of the Extended Learning Branch, which supports schools and complex areas through extended learning programs for students and professional development for educators through its Digital Design and Extracurricular Teams, and Curriculum Innovation Branch, which focuses on the development and implementation of research-based practices, processes, and professional development for teachers and administrators to ensure support to schools and complex areas as the primary facilitators of teaching and learning; and

 

        WHEREAS, in a review of Department of Education active contracts as of December 1, 2020, there appeared to be various contracts ranging between $38,500 and $215,000 through which schools procured services for curriculum development, design, and review; and

 

        WHEREAS, under section 23-5, Hawaii Revised Statutes, the Auditor may examine and inspect all accounts, books, records, files, papers, and documents and all financial affairs of every department, office, agency, and political subdivision; and

 

        WHEREAS, because the services procured by these contracts appear to duplicate the duties of the Office of Curriculum and Instructional Design, it is in the public interest for the Auditor to conduct a performance audit of the current policies and procedures of the Office to ensure that it is optimizing its ability to support schools in the design and development of curriculum and professional development; now, therefore,

 

        BE IT RESOLVED by the Senate of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2021, the House of Representatives concurring, that the Auditor is requested to conduct a performance audit of the policies and procedures of the Office of Curriculum and Instructional Design and how it effectuates its responsibility to schools in the design, development, and support of curriculum; and

 

        BE IT FURTHER RESOLVED that the Auditor is urged to examine and include in its report whether the Office's activities are achieving their intended objectives and whether these activities are being conducted effectively, efficiently, economically, ethically, and equitably; and

 

        BE IT FURTHER RESOLVED that the Auditor is requested to submit a report of any findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2022; and

 

        BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Auditor, Chairperson of the Board of Education, and Superintendent of Education.
