SENATE CONCURRENT

RESOLUTION

 

 

urging the Department of Health with the Department of Commerce and Consumer Affairs, Department of Defense, and any other licensing agency that oversees a profession LISTED in Senate Bill NO. 1115 (2021), section 3, to examine OTHER stateS' licensing credentials and determine which states have licensing standards that meet or exceed Hawaii's licensing standards.

 

 


        WHEREAS, currently, military spouses accompanying their servicemember on a permanent change of station must apply for various occupational licensures through a license reciprocity process that mandates license equivalency; and

 

        WHEREAS, this can be problematic for applicants depending upon their home jurisdiction; and

 

        WHEREAS, Senate Bill No. 1115 (2021) proposes that the Hawaii Revised Statues be amended to allow for temporary licenses to be issued to military spouses in certain occupations so long as they meet certain requirements, thereby expediting the licensing process so that military spouses may obtain employment in Hawaii sooner; and

 

        WHEREAS, this proposed amendment should be examined to ensure that those military spouses in the listed professions meet Hawaii's licensing standards; now, therefore,

 

        BE IT RESOLVED by the Senate of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2021, the House of Representatives concurring, that the Department of Health with the Department of Commerce and Consumer Affairs, Department of Defense, and any other licensing agency that oversees a profession listed in Senate Bill No. 1115 (2021), section 3, as proposed new language to section 436B-14.7(a)(2)(A), Hawaii Revised Statutes, are urged to examine the licensing credentials of other states and determine which states have licensing standards that meet or exceed Hawaii's licensing standards; and

 

        BE IT FURTHER RESOLVED that the Legislative Reference Bureau is urged to assist the Department of Health, Department of Commerce and Consumer Affairs, Department of Defense, or any other licensing agency with the examination and submit a report of their findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2022; and

 

        BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the Director of Health, Director of Commerce and Consumer Affairs, Adjutant General, and Director of the Legislative Reference Bureau.
