HOUSE RESOLUTION

 

 

REQUESTING THE HAWAII EMERGENCY MANAGEMENT AGENCY CONVENE A RESILIENCY HEALTH DISASTER TASK FORCE TO DEVELOP A coordinated STATEWIDE RESILIENCY HEALTH DISASTER PLAN.

 

 

 


        WHEREAS, Hawaii is vulnerable to a wide range of economic, social, and environmental hazards that threaten the health, safety, and well-being of its people; and

 

        WHEREAS, many of these challenges disproportionately impact low-income communities and small businesses, who are often not prepared for such events; and

 

        WHEREAS, the development of a coordinated statewide resiliency health disaster plan will help ensure that local residents and businesses are prepared for the impact of future health-related disasters; now, therefore,

 

        BE IT RESOLVED by the House of Representatives of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2021, that the Hawaii Emergency Management Agency is requested to convene a resiliency health disaster task force to develop a coordinated statewide resiliency health disaster plan; and

 

        BE IT FURTHER RESOLVED that the task force is requested to consist of:

 

        (1)   The Adjutant General, or the Adjutant General's designee, who shall serve as the chairperson of the task force;

 

        (2)   The Superintendent of Education, or the Superintendent's designee;

 

        (3)   The Director of Health, or the Director's designee;

        (4)   The Director of Human Services, or the Director's designee;

 

        (5)   The Director of Business, Economic Development, and Tourism, or the Director's designee;

 

        (6)   The President of the University of Hawaii, or the President's designee;

 

        (7)   The President of the Hawaii Tourism Authority, or the President's designee;

 

        (8)   The Director of the City and County of Honolulu's Department of Emergency Management, or the Director's designee;

 

        (9)   The Administrator of the Maui Emergency Management Agency, or the Administrator's designee;

 

      (10)   The Civil Defense Administrator for the Hawaii County Civil Defense Agency, or the Administrator's designee; and

 

      (11)   The Administrator for the Kauai Emergency Management Agency, or a designee appointed by the Mayor of Kauai County; and

 

        BE IT FURTHER RESOLVED that the task force is requested to invite:

 

        (1)   A representative from an organization whose focus is on supporting business opportunities, diversity, and growth;

 

        (2)   A representative from an organization whose focus is on advocating for the State's hospitality industry; and

 

        (3)   Any other representative, agency, or designee deemed appropriate by the chairperson of the task force; and

        BE IT FURTHER RESOLVED that the task force shall submit the coordinated statewide resiliency health disaster plan to the Legislature no later than twenty days prior to the convening of the Regular Session of 2022; and

 

        BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Adjutant General; Superintendent of Education; Director of Health; Director of Human Services; Director of Business, Economic Development, and Tourism; President of the University of Hawaii; President of the Hawaii Tourism Authority; Director of the City and County of Honolulu's Department of Emergency Management; Administrator of the Maui Emergency Management Agency; Civil Defense Administrator for the Hawaii County Civil Defense Agency; and Administrator for the Kauai Emergency Management Agency.
