HOUSE RESOLUTION

 

 

REQUESTING THE DEPARTMENT OF TRANSPORTATION TO ESTABLISH A TASK FORCE TO MAKE RECOMMENDATIONS ON THE PROPER IDENTIFICATION AND DISPOSAL OF ABANDONED AND DERELICT VEHICLES LEFT ON THE STATE'S HIGHWAYS and city and county roadways.

 

 

 


        WHEREAS, the Legislature finds that of the 1,267,136 vehicles registered in the State in 2018, sixty-three per cent were registered in the City and County of Honolulu; and

 

        WHEREAS, the traffic congestion in Honolulu consistently ranks among the worst in the nation; and

 

        WHEREAS, in 2018, more than three thousand abandoned and derelict cars were removed from Honolulu's city streets, an increase of over fifty per cent from 2017; and

 

        WHEREAS, the Legislature recognizes that the presence of abandoned and derelict cars worsens existing traffic congestion; now, therefore,

 

        BE IT RESOLVED by the House of Representatives of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2021, that the Department of Transportation is requested to establish a task force to make recommendations on the proper identification and disposal of abandoned and derelict vehicles left on the State's highways and city and county roadways; and

 

        BE IT FURTHER RESOLVED that the task force:

 

        (1)   Consider a comparison of the statutory definitions of "abandoned vehicle" and "derelict vehicle";

        (2)   Consider the methods for determining or identifying whether a vehicle that is left on a state highway or city or county road is abandoned or derelict;

 

        (3)   Consider methods to improve the determination and distinction between a derelict or abandoned vehicle to improve the process for removing, recycling, or disposing of vehicles; and

 

        (4)   Submit a report of its findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the convening of the Regular Session of 2022; and

 

        BE IT FURTHER RESOLVED that the task force shall consist of:

 

        (1)   The Director of Transportation, or the Director's designee, who shall serve as the chair of the task force;

 

        (2)   The mayor of each county or the respective mayor's designee;

 

        (3)   A representative from each of the county police departments;

 

        (4)   A member of the Senate appointed by the Senate President;

 

        (5)   A member of the House of Representatives appointed by the Speaker of the House of Representatives; and

 

        (6)   A representative from the automobile towing industry as identified and invited by the other members of the task force; and

 

        BE IT FURTHER RESOLVED that certified copies of this Resolution be transmitted to the Director of Transportation, Mayor of the City and County of Honolulu, Mayor of Maui County, Mayor of Kauai County, Mayor of Hawaii County, Chief of Police of the Honolulu Police Department, Chief of Police of the Maui Police Department, Chief of Police of the Kauai Police Department, and Chief of Police of the Hawaii Police Department.
