SENATE CONCURRENT

RESOLUTION

 

 

urging the governor to allow travelers ARRIVING AT POINTS WITHIN hawaii, including interisland travelERS, to bypass the mandatory ten-day quarantine if they provide proof that they received both doses of a COVID-19 vaccine.

 

 


        WHEREAS, the coronavirus disease 2019 (COVID-19) pandemic and our nation's response to it is rapidly changing and the government of the State of Hawaii has a duty to respond accordingly and present a unified, cohesive response protocol that informs the public of and protects it from the current threat level posed by COVID-19; and

 

        WHEREAS, the Centers for Disease Control and Prevention announced that individuals who have been vaccinated are no longer required to quarantine after exposure to someone with coronavirus, as long as they have received both doses of the vaccine and at least two weeks have elapsed since the second dose was administered; and

 

        WHEREAS, currently, travelers arriving in Hawaii who received a negative COVID-19 test result from a trusted partner before their flight departure are allowed to bypass Hawaii's ten-day quarantine; and

 

        WHEREAS, presently, travelers arriving at points within the State, including interisland travelers, with documented proof that they received a COVID-19 vaccination in the required doses are not allowed to bypass the ten-day quarantine because the State has not recognized the COVID-19 vaccination as an exemption to Hawaii's ten-day quarantine; and

 

        WHEREAS, easing the travel restrictions for fully vaccinated individuals by exempting them from Hawaii's ten-day quarantine provides a safe approach to reopening Hawaii's visitor industry and restoring its economy; now, therefore,

 

        BE IT RESOLVED by the Senate of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2021, the House of Representatives concurring, that the Governor is urged to allow travelers arriving at points within the State, including interisland travelers, to bypass the mandatory ten-day quarantine if they provide proof that they received both doses of a COVID-19 vaccine; and

 

        BE IT FURTHER RESOLVED that the State is requested to make clear to travelers that other COVID-19 related protocols established by the State and counties continue to apply to arriving travelers to Hawaii, including interisland travelers, notwithstanding their vaccinations; and

 

        BE IT FURTHER RESOLVED that a certified copy of this Concurrent Resolution be transmitted to the Office of the Governor.
