SENATE CONCURRENT

RESOLUTION

 

 

URGING THE COUNTIES TO PRODUCE LAND USE PLANS THAT ACCOUNT FOR HOUSING PRODUCTION AND DEMAND.

 

 


        WHEREAS, the State is currently in a housing crisis that will require an additional fifty   seven thousand affordable housing units by 2025 in order to meet long   term housing demands, particularly on Oahu; and

 

        WHEREAS, in March 2015, the Department of Business, Economic Development, and Tourism found that for the period of 2015   2025, the demand for additional housing units is: 25,847 units for the City and County of Honolulu, 19,610 units for Hawaii County, 13,949 units for Maui County, and 5,287 units for Kauai County; and

 

        WHEREAS, while this forecast projects an acute housing shortage from 2015 to 2025, there has been a lack of measurable progress at the county level to enact policies that will stimulate housing production to meet projected demand; now, therefore,

 

        BE IT RESOLVED by the Senate of the Thirty-first Legislature of the State of Hawaii, Regular Session of 2021, the House of Representatives concurring, that the counties are urged to produce land use plans that account for housing production and demand; and

 

        BE IT FURTHER RESOLVED that certified copies of this Concurrent Resolution be transmitted to the mayors of each county and the counties respective planning and permitting agencies.
