2 An act relating to fees; amending s. 468.1335, F.S.;
3 imposing fees for member state compact privilege,
4 annual dues, and annual assessments; providing a
5 contingent effective date.

7 Be It Enacted by the Legislature of the State of Florida:
8
9 Section 1. Paragraph (e) of subsection (4) of Article VIII
10 of section 468.1335, Florida Statutes, as created by HB 877,
11 2023 Regular Session, is amended, and subsection (11) is added
12 to Article III, paragraph (g) is added to subsection (1) of
13 Article IV, and paragraph (e) is added to subsection (5) of
14 Article VIII of that section, to read:
15 468.1335 Practice of Audiology and Speech-language
16 Pathology Interstate Compact.—The Practice of Audiology and
17 Speech-language Pathology Interstate Compact is hereby enacted
18 into law and entered into by this state with all other states
19 legally joining therein in the form substantially as follows:

24 (11) Member states may charge a fee for granting compact
25 privilege.

27 ARTICLE IV
28 COMPACT PRIVILEGE

30 (1) To exercise compact privilege under the compact, the
31 audiologist or speech-language pathologist shall meet all of the
32 following requirements:
33 (g) Pay any applicable fees, including any state fee, for
34 compact privilege.

40 (4) The executive committee shall have the power to act on
41 behalf of the commission according to the terms of the compact.
42 (e) The executive committee shall have the following
43 duties and responsibilities:
44 1. Recommend to the entire commission changes to the rules
45 or bylaws, changes to this compact legislation.
46 2. Ensure compact administration services are
47 appropriately provided, contractual or otherwise.
48 3. Prepare and recommend the budget.
49 4. Maintain financial records on behalf of the commission.
50 5. Monitor compact compliance of member states and provide

51 compliance reports to the commission.
52 6. Establish additional committees as necessary.
53 7. Other duties as provided in rules or bylaws.
54 8. Recommend to the entire commission changes to fees paid
55 by compact member states such as annual dues and any commission
56 compact fee charged to licensees for compact privilege.
57 (5) Relating to the financing of the commission, the
58 commission:
59 (e) May levy and collect an annual assessment from each
60 member state or impose fees on other parties to cover the cost
61 of the operations and activities of the commission and its
62 staff, which must be in a total amount sufficient to cover its
63 annual budget as approved each year for which revenue is not
64 provided by other sources. The aggregate annual assessment
65 amount shall be allocated based upon a formula to be determined
66 by the commission, which shall adopt a rule binding upon all
67 member states.
68 Section 2. This act shall take effect on the same date
69 that HB 877 or similar legislation takes effect, if such
70 legislation is adopted in the same legislative session or an
71 extension thereof and becomes a law.
