1 A bill to be entitled
2 An act relating to emergency medical services training
3 programs; amending s. 401.2701, F.S.; revising
4 requirements for the application form for institutions
5 applying for program approval for the education of
6 emergency medical technicians and paramedics;
7 providing an effective date.

9 Be It Enacted by the Legislature of the State of Florida:

11 Section 1. Paragraph (a) of subsection (1) of section
12 401.2701, Florida Statutes, is amended to read:
13 401.2701 Emergency medical services training programs.—
14 (1) Any private or public institution in Florida desiring
15 to conduct an approved program for the education of emergency
16 medical technicians and paramedics shall:
17 (a) Submit a completed application on a form provided by
18 the department, which must include:
19 1. Evidence that the institution is in compliance with all
20 applicable requirements of the Department of Education.
21 2. Evidence of an affiliation agreement with a hospital
22 that has an emergency department staffed by at least one
23 physician and one registered nurse.
24 2.3. Evidence of an affiliation agreement with a current
25 emergency medical services provider that is licensed in this
26 state. Such agreement must shall include, at a minimum, a
27 commitment by the provider to conduct the field experience
28 portion of the education program.
29 3.4. Documentation verifying faculty, including:
30 a. A medical director who is a licensed physician meeting
31 the applicable requirements for emergency medical services
32 medical directors as outlined in this chapter and rules of the
33 department. The medical director shall have the duty and
34 responsibility of certifying that graduates have successfully
35 completed all phases of the education program and are proficient
36 in basic or advanced life support techniques, as applicable.
37 b. A program director responsible for the operation,
38 organization, periodic review, administration, development, and
39 approval of the program.
40 4.5. Documentation verifying that the curriculum:
41 a. Meets the most recent Emergency Medical Technician-Basic
42 National Standard Curriculum or the National EMS Education
43 Standards approved by the department for emergency medical
44 technician programs and Emergency Medical Technician-Paramedic
45 National Standard Curriculum or the National EMS Education
46 Standards approved by the department for paramedic programs.
47 b. Includes 2 hours of instruction on the trauma scorecard
48 methodologies for assessment of adult trauma patients and
49 pediatric trauma patients as specified by the department by
50 rule.
51 5.6. Evidence of sufficient medical and educational
52 equipment to meet emergency medical services training program
53 needs.
54 Section 2. This act shall take effect July 1, 2023.
